As a high-tech enterprise,pharmaceutical manufacturing enterprises have the characteristics of high R&D investment,high risk,and high rate of return.Technology research and development plays an extremely important role in enterprise development strategy.Under the background of China’s independent innovation strategy,the market demand for innovative drugs in the pharmaceutical industry has been greatly enhanced,so pharmaceutical manufacturers have increased their investment in technological innovation in recent years.However,the high investment has not brought the expected high return,and the enterprise is faced with the dilemma of loss and restricted development.Under the background of frequent public health events and increasingly fierce international competition,the pharmaceutical industry has ushered in new development opportunities,but also faces more severe market challenges.Therefore,the pharmaceutical manufacturing industry as a high-tech enterprise,the continuous promotion of technological innovation has become the key to the survival and development of enterprises.However,the technical innovation level of Chinese pharmaceutical manufacturing enterprises is low,the competitive ability is not strong and so on.For pharmaceutical manufacturing enterprises,improving independent innovation ability is an important means to enhance their market competitiveness.As a knowledge-intensive and technology-intensive industry,pharmaceutical manufacturing industry must constantly carry out technological innovation and knowledge accumulation in order to maintain the advantage of market competition.At the same time,the innovation development of pharmaceutical manufacturing enterprises is also affected by many factors,among which the high R&D investment is one of the characteristics of high-tech industry.Research and development investment,including capital,personnel,technology and other aspects,will affect the technological innovation level of enterprises.Therefore,it is particularly important to measure and empirically analyze the technological innovation efficiency of small and medium-sized pharmaceutical manufacturing enterprises and put forward suggestions for future development.Therefore,this paper,for reference to domestic and international research on the efficiency of technological innovation,on the basis of analyzing the development status of domestic pharmaceutical manufacturing enterprises,based on the efficiency of technological innovation,divides the innovation activities into two stages of research and transformation.The small and medium-sized pharmaceutical manufacturing listed enterprises in our country are taken as research objects.Two-stage input-output data of 94 pharmaceutical manufacturing enterprises from 2016 to 2021 were selected,and the comprehensive technology innovation efficiency,pure technology efficiency and scale efficiency of small and medium-sized pharmaceutical manufacturing enterprises were measured based on the two-stage DEA model to analyze the status quo of enterprise technology innovation.On this basis,the measurement results of technology innovation efficiency were taken as explained variables.By introducing explanatory variables and control variables of R&D investment intensity,enterprise scale,enterprise profitability,government support,the evaluation index system of influencing factors of small and medium-sized pharmaceutical manufacturing enterprises was constructed,and the Stata17.0 software was used for systematic analysis.The results showed that:(1)From 2016 to 2021,the income level of small and medium-sized pharmaceutical manufacturing enterprises was very different,and the development of the industry was extremely unbalanced;The number of DEA effective is small and has the trend of decreasing year by year.There is a large gap between enterprises in innovation efficiency value and small and medium-sized pharmaceutical manufacturing enterprises in innovation.Different regions pay different attention to small and mediumsized pharmaceutical manufacturing enterprises,and there is an obvious gap in the innovation efficiency of enterprises between regions.Most small and medium-sized pharmaceutical manufacturing enterprises have been in the stage of diminishing returns to scale;(2)The technological innovation efficiency of Chinese small and medium-sized pharmaceutical manufacturers from 2016 to 2021 showed little fluctuation before and after the epidemic,but the overall efficiency was low,and there was a certain degree of regional differences;(3)The factors affecting the technological innovation efficiency of small and medium-sized pharmaceutical manufacturing enterprises vary with different stages of research.In the first stage of research and development,the main factors affecting the technological innovation efficiency include: R&D personnel,R&D investment and the number of employees.Among them,R&D personnel and R&D investment are negative,while the number of employees is positive.In the second stage of results transformation,the main factors affecting the efficiency of technological innovation include R&D investment,the number of employees and government support.Among them,R&D investment and government support are positive,while the number of employees is negative.Finally,based on the empirical results,this paper puts forward the following suggestions: from the perspective of enterprises,timely adjust the R&D strategy and pay attention to technological innovation;Rational use of capital market,increase research and development investment;We will reform the mechanism for enterprise innovation and improve the management structure.The government needs to increase financial input,improve the policy guidance and support mechanism;Change the direction of incentives,policy to research and development stage tilt;Improve the market environment and help regional enterprises to transform their achievements.
