After decades of continuous development, the telecommunication industry in China has reached certain bottleneck. In the telecommunication industry, the market has been subdivided, competition of telecom industries have been intensive and customers have been diverse also. The telecommunication operation industry has entered a micro-profit era. The chairman of China Mobile Wang Jianzhou has pointed out with a "One China Mobile" strategy, the aim of which is to build a uniform management, network and service in order to face the new challenge. Financial management is the core of enterprise management. Adapting to the transformation of the management strategy and fulfilling the requirements of the enterprise’s operation and management are the new challenge for the financial management. Therefore, the accounting department proposed self-transformation, with the aim of to transforming from traditional auditing-model to managing-model which is capable of some advanced functions such as resource allocation, budget management and strategic decision support etc. In order for these advanced functions to take effect, there needs to be internal reformation of operation procedures which would standardize the production operation. The result has became centralized financial management.Since May of2009China Mobile of Liaoning company has started to deploy centralized financial management model, it has played an important role which has taken certain effectiveness. However, China Mobile of Liaoning company has been operating under separate financial management frameworks for quite a long time. Centralized financial management model hasn’t been operating for long time and the knowledge and operation hasn’t been well standardized. Therefore, the deployment of this model wasn’t satisfactory. There are still have effectiveness to improve.This thesis is mainly focusing on analyzing the problems and the causes of problems in the current financial management and auditing system of China Mobile of Liaoning company, and on designing a centralized financial management system tailored for China Mobile Liaoning’s current circumstance that includes organizations, procedures, IT systems etc. With finance as a core, it covers the processes such as operation, management etc. The aim to solve the current problems in China Mobile of Liaoning company such as a low work efficiency, low-level financial management which is difficult to improve and the lack of financial and operational data sharing. According to the current situation of China Mobile of Liaoning company, we have been came:optimize the organizational structure, improve accounting efficiency, financial restructuring of municipal branches, enhance the level of pulling financial management, establish a shared platform to share data with others timely. With series of approaches. It would become a systematic, strategic, modern enterprise management model which could help China Mobile of Liaoning company to more efficiently manage the enterprise, realize the strategic goals maximally,make China Mobile of Liaoning company rapidly and well development, and provide useful reference in centralized financial management model for other telecommunication enterprises.
