With the rapid development of economy over the past three decades of reformand opening-up, Chinese people’s living standards has been improving, so has theirincome levels, as a result, the consumption patterns has been changing gradually tothe height that nutrition, safety and quality of food have been attached much moreimportance nowadays. However, repeated food safety incidents caused bysubstandard food bring food safety the focus of the whole society, especially thecatering services, the last part of food chain, which is directly related to people’shealth and living standards, hence attracting extensive attention of people, CPCCentral Committee and State Council. China is a country with rich food culture. Withthe development of economy and of the all-sided social construction of the society,the government accelerates the implementation of the development strategy ofcatering services. All this brings a bloom in catering services, but since nofundamental change ever takes place in the industry base and social base, whichinfluences and restricts the food safety in catering services, some in-depth issues stillremain. A series of problems exposed in food safety management not only causeserious damage to people’s health and lives, but affect the image of Chinese food, andrestrict the healthy and sustainable development of the entire catering industry aswell.Based on the theory of public management, this thesis objectifies the supervisionand regulation of food safety in city catering services, with Xinyu City as an example.By analyzing three aspects of food safety in catering services of Xinyu City, that is,the supervision system, the achievements of supervision, and the existing problems ofsupervision, we found a lot of problems such as insufficient supervision resources,incomplete legal system, absence of food safety supervision in rural areas,unreasonable layout of catering industry and so on. Combing the results of systematicanalysis of the reasons of the above problems with the experience of food safety incatering services home and abroad, we propose some countermeasures to improve thefood safety in catering services from various angles including completing the infrastructure of food safety supervision, setting up sound security system, raising thesupervision level, strengthening the industry self-discipline and social supervisionand improving public education mechanism, so that the practical problems in thesupervision of food safety in catering services may be resolved, and the governmentmay draw some reference in making policies from this thesis.
