| The rapid development of the Internet has affected all aspects of social public life.Among them,online catering has played an important role in the catering market with the characteristics of convenience,speed,and benefits through the Internet platform.Online catering has become a very important new catering in our society Consumption patterns.The pace and development of the socio-economic operation is accelerating and the commuting time in large cities is increasing,making young people in first-and second-tier cities more willing to choose online catering food.At the same time,the continuous decline of the online catering market has made college students and white-collar workers in third-and fourth-tier cities also favor online catering food.However,Internet catering is developed on the basis of traditional catering,not only has the problems in traditional catering,because it involves packaging,distribution and other links,it is more complicated than traditional catering,which has caused mass consumers and government regulatory departments.s concern.How to make the public feel safe and secure in the online catering market has become an urgent problem to be solved by the current food safety supervision department.This article focuses on the current situation of R city’s online catering food safety supervision,using governance theory and multi-center governance theory,through literature research and comparative analysis,to analyze the problems and causes of R city’s online catering food safety supervision.This article believes that the problems in the supervision of online catering food safety in R city mainly include the existing supervision mode of the regulatory department that does not adapt to the new format,the lack of supervision of the food distribution link by the regulatory department,the difficulty of law enforcement and evidence collection by the regulatory department for online catering food safety,and the consumer In case of problems,the right is not taken to protect rights,and it is difficult for the supervisory authority to obtain the true situation of the operator’s violation of regulations.The reasons for these problems are: firstly,the current regulatory legal system is not sound enough,and the penalties for third-party platforms are insufficient;second,the lack of professional talents and technical means by the regulatory authorities;and third,the lack of multi-center participation in supervision.This article believes that as an emerging catering industry,the concealment and decentralization of online catering have increased the difficulty of supervision,but more importantly,the lack of our supervision system,backward supervision mechanism,and insufficient supervision methods have led to the supervision of online food safety.Problems occur frequently.To improve the capacity and level of R city’s online food safety supervision,we must improve the construction of the supervision legal system,make full use of new technologies to innovate the supervision model and mechanism,strengthen the supervision responsibility of the third-party platform,improve the construction of the public supervision system,and expand the multi-agent participation in supervision.Starting from the channels and other aspects,we discuss the practical path to improve the supervision of online catering food safety,hoping to provide a reference for the research and daily supervision of online catering food safety. |
