Agricultural insurance plays an important role to improve the income, ensure farmers’ production and living, and promote the rural economy. In developed countries, agricultural insurance has become the important economic tool. The present situation of the development of agricultural insurance is very slow, however, farming is the first industry and foundation of the national economy in China. The development of agricultural insurance to keep pace with the demand of the agricultural modernization is important, Due to the small-scale peasant economy of our country which does not conform to the traditional agricultural insurance development pattern. In this paper, weather index insurance is put forward that is different from the traditional agricultural,it’s very important to solve the problem during the development of agricultural insurance.Suzhou is a famous production area of " Biluochun " tea; tea economy output has become one of the main sources of Suzhou agricultural income. But recently meteorological disasters have happened frequently that the yield of the tea had been decreased greatly. It has an important significance to promote weather index agricultural insurance for the tea production.In this paper, first of all, searching the meteorological disaster which greatly affecting the growth and sprout of tea, pointing out that the effect of main meteorological disasters in tea yield are drought, winter injury and continuous rain. Then we use the output data and weather data to analyze the correlation from1997to2011to get the prediction equation of tea output. Due to the picking uniqueness of "Biluochun" tea, tea can harvest all year round, but usually the "Biluochun" tea is picking in spring. In consequence, the true effects of three kinds of meteorological disasters in tea yield are winter injury, continuous rain and summer drought. Secondly, using the meteorological data to calculate the disaster indexes as well as the output data of tea in Suzhou Region to get the relative meteorological output and the reduction rate of output. Then built the relative model between the three weather indexes and the reduction rate of output to design the weather index insurance. Thirdly, calculate the premium rates under different deductible amounts by using the experience rate method. According to the result, the tea weather index insurance has been designed. Finally, we find the program to promotion the tea weather index insurance product.
