The pilot and research of weather index insurance in China started in 2007,and experienced a process from the central government's promotion to local government's promotion.The pilot areas and varieties keep increasing,and the function of weather index insurance has been upgraded from meteorological disaster relief to agricultural modernization and rural revitalization.Compared with traditional agricultural insurance,weather index insurance has the obvious advantages of transparent compensation standard,simple compensation process,fast claim settlement,reducing adverse selection,preventing moral hazard,reducing management cost and insurance rate.There have been theoretical achievements of agricultural meteorological index insurance products in China,but premium pricing methods and inspection standards have not been formed in the existing achievements,and there is still a lack of research on continuous and symbiotic multi-factor meteorological index insurance products,which leads to a prominent question of product suitability.Expanding insurance liability and improving product suitability are the key issues in the development of agrometeorological index insurance,which has important scientific value.From the practical significance,maize is an important food-feed crops and industrial raw materials in China.Maize is faced with many kinds of natural disasters during its growing process,and effective risk management tools are urgently needed.Improve the agricultural risk management means,innovation of agricultural meteorological index of insurance products,to promote the needs of the development of agricultural insurance market,paper left flag county agriculture,Xihua county,ling city four areas where research maize continuity and symbiotic to weather index insurance product design,It is of great practical significance to analyze the suitability of products in different regions and different agricultural operating subjects.Based on the above background,the main work of this paper is as follows: First,the research and development of agricultural weather index insurance in China is reviewed and summarized,and the technical problems in the research and development are pointed out.Secondly,Nongan County,Balinzuoqi,Lingcheng District and Xihua County were selected as experimental areas to design the meteorological index insurance product of maize continuous and symbiotic disaster causing factors.Thirdly,the suitability of maize continuity and symbiotic disaster causing factor insurance products was studied from the perspectives of regional risk degree,risk consistency and willingness to pay of agricultural operators.Finally,the role of weather index insurance is studied,and the development ideas are put forward.The main research contents and conclusions of powder absorption are as follows:(1)Summary of the research and development of agricultural weather index insurance in China.The first weather index insurance has formed a relatively unified research and development process,but the details are still different.Second,the research targets are gradually enriched,from staple crops to local characteristics of agricultural products,closer to the actual demand.Thirdly,the research methods are gradually enriched,and multi-factor index insurance research comes out one after another.(2)Design of meteorological index insurance product for maize continuous and symbiotic disaster causing factors.By selecting meteorological disaster factors,constructing meteorological index expression and determining the optimal value of meteorological index parameters,maize multi-factor meteorological disaster comprehensive index was established.Design covers the maize seedling drought,and rainy-jointing stage and heading stage,flowering pollination period of high temperature thermal pollution index,flowering pollination lodging-the storm of the milk stage and heading stage jointing stage and temperature and humidity in the large spot index of 5 kinds of disaster weather index insurance,on the basis of rank correlation,designed the index parameter optimum search method,finally determine the experiment area of four index relation refers to disasters.By using the method of probability distribution fitting,the final premium rates of four regional index insurance products are 9.29% in Nongan County,8.48% in Balinzuoqi,4.47% in Lingcheng District and 8.58% in Xihua County.(3)Research on suitability of weather index insurance products based on risk consistency.The project calculated the risk consistency of each experimental area by using the actual loss data of maize insurance in the experimental area.The disaster consistency of Nongan County and Lingcheng District was relatively high,and the corresponding base risk was relatively low.The disaster consistency of Balinzuoqi was relatively low,and the risk of base was relatively high(Xihua County did not participate in the analysis due to data reasons).(4)Research on suitability of weather index insurance products based on regional risk degree.Select maize hazard index,exposure,vulnerability and disaster prevention and mitigation capacity index 14 indexes in four aspects,the importance weights using the analytic hierarchy process(AHP)to calculate the subjective and objective information entropy method to calculate weight,grey correlation analysis method to calculate weight objective relevance,group interests and individual regret two constraints,VIOKR multi-criteria compromise degree ranking evaluation method was used to evaluate the suitability of product application in the experimental area.The final results show that Nongan County and Lingcheng District are the compromise solution of VIOKR method,indicating that Nongan County and Lingcheng District are more suitable to carry out the weather index insurance product of maize continuous and symbiotic disaster factors,while Xihua County and Balinzuoqi are slightly less suitable.(5)Research on suitability of weather index insurance products based on different subjects' willingness to pay.The willingness to pay for maize meteorological index insurance was investigated in Jilin,Inner Mongolia,Shandong and Henan provinces by using dichotic conditional value evaluation method.Then Cox regression was used to study the influencing factors of different business entities' willingness to pay.The results show that the number of years of education,the proportion of land transfer,the average physical and chemical cost per mu,the average machine cost per mu,the experience of purchasing agricultural insurance in previous years,the degree of disaster loss suffered in previous years,and the accuracy of weather forecast have a positive impact on the willingness to pay.In general,the new operators have higher willingness to pay and are more suitable for the promotion of maize continuous and symbiotic weather index insurance products.(6)Role positioning and development ideas of agricultural weather index insurance.The development orientation of weather index insurance is systematically analyzed from the perspectives of development direction,development scope,regional topography and crops,target types,insurance amount and product roles.Under ideal conditions,weather index insurance can be used as the main type of agricultural insurance products.Even if the ideal conditions are not met,the weather index insurance can match the existing agricultural insurance product system with its comparative advantages.Finally proposed five weather index insurance development train of thought: pay attention to the weather index insurance comparative advantage,the control of the suitability of agricultural weather index insurance type boundary,the innovation government purchase catastrophe weather index insurance,combined power departments to promote agricultural weather index insurance,strengthening weather index insurance policy support for agriculture.This paper studies the multi-factor meteorological index insurance products of staple crops,which enriches the existing agricultural insurance product system.Suitability analysis of maize production function area,the author of this paper and the insured subject suitability analysis,selection can help insurance agency business place and the weather index to carry out the object,reduce the basis risk occurs,give full play to advantages weather index insurance,help solve weather index insurance supply,demand weakness existing in the problem.
