With the development of economy, the competition between enterprises becomes more intense. And with China’s accession to WTO, foreign enterprises have joined the competition, so that enterprises of our country face hitherto unknown impact. How to improve the management level of enterprises and enhance the core competitiveness of enterprises has become more important problem. Performance management is an important way of enterprise management. It has been recognized by domestic enterprises. But the research in terms of performance management in China is less, so in the performance management system construction, there are many problems in design of assessment index. This research aims at improving the performance management system of HL company.Firstly, the relevant domestic and international theories on performance management are summarized and concluded. The proper performance management for construction of HL company is found from the analysis of the performance management theory. A theoretical basis is provided for the improvement of the performance management of HL company. Secondly, The current situation of performance management of HL company at present is analyzed separately from the three levels, such as the grass-roots workers, middle managers and departments. Then, the HL company’s current performance management problems are found out. According to the the performance management problems of HL company, the improvement scheme of performance management is put forward. By using Balanced Scorecard (BSC) and key performance indicators (KPI) methods, combined with the company’s development strategy, the evaluation index of the whole frame of performance management is put forward. Based on matching company development strategy, the evaluation index of each department is put forward to improve the company’s previous single evaluation contents and methods. After that, it takes HL company marketing department as an example. It describes in detail the improvement of market department performance management implementation plan and gives the market department staff assessment index and assessment index. Finally, the implementation of performance management in HL company is discussed.The measures are designed to improve the performance management of HL company. It can improve the company original performance management system. The development strategy of employees and enterprises closely links through performance appraisal. It is helpful to the continuous development of enterprises and improve the core competitiveness of enterprises. The research process and results of this paper has certain guiding significance and reference value for tne construction and improvement of other related enterprise peribrmarfce management system.
