Innovation Research Of The Export Commodity Inspection And Supervision System Based On Qualification Assume Under The Background Of Comprehensively Deepen Reform

With the sharp reduction in the legal checking catalogue of national export, generalmanufactured goods no longer have legal examination in principle. This importantinnovation in legal inspection system has brought great attacks on the original exportcommodity inspection and supervision system. The Third Plenum of18th CPC CentralCommittee has blown the horn of comprehensively deepening reform, and reform of thelegal inspection is leading the way during the reform tide.The export commodity inspection and supervision system is the general term forthe institution and mechanism of the export commodity inspection and supervision inChina. Under the background of comprehensively deepening reform, this article has putforward the idea of probing to establish a novel pattern of export commodity inspectionand supervision, which is premised on the qualified assumption, based on riskassessment, foucused on after-market supervision, using law enforcement as a means,backed by detection techniques, thus to realize the coordination of improving the qualityof products as well as the trade facilitation conditions.This dissertation includes five parts: the first part is the “Introduction”, it mainlyintroduces the background and significance of topics, research methods, researchcontent, possible innovations and research difficulties. The second part combsinnovative theoretical assumptions of export goods inspection and supervision system,and describes the concepts and key indicators of export goods inspection andsupervision system. The third part analyses the current situation and inadequate ofexport goods inspection and supervision, and the experience of the staple item qualityand safety supervision system in developed country. The forth part clarifies the guidelines, principles and basic requirements of new export commodities inspection andsupervision system. The fifth part describes the fundamental architecture of exportcommodities inspection and supervision based on qualified assumptions, and constructsnew export commodities inspection and supervision system on these five respects. Inthe inspection and quarantine supervision mode reform process, the practice of exportcommodities inspection and supervision are explored and studied, through innovativeideas, collecting information, research, study, analytical thinking, practice and summary,etc..
