China’s urban-rural division and the different development mode in theplanned-economy era had resulted in the formation of dual urban-rural structure, whichimpacted China’s economy for a long time. In order to eliminate the dual urban-ruraleconomic system, the Party Central Committee (CPC) made a major strategic decisions at the16th National Congress.Balancing urban and rural development and promotingthe unity of city and countryside narrow the gap between urban and rural areas, improve therural ecological environment and increase farmers’ income, which is the urgent task ofaccelerating socio-economic development, the inherent requirement of breaking dualurban-rural structure, achieving comprehensive, coordinated and sustainabledevelopment.Also, the unity of city and countryside is not only an effective way to solve theagriculture problems and urgent requirements in building new socialist countrysides, but alsothe inevitable requirements of the comprehensive implementation of the scientific concept ofdevelopment in the new period and the well-off society. In recent years, Yangling Districtadheres to balance urban and rural development, to solve the rural issues, to conscientiouslyimplement the Party’s principles and policies, to vigorously implement the integration ofurban and rural development and comprehensively promote agricultural modernization,co-ordinate the integration of urban and rural.Around the goal of increasing farmers’ income,playing Yangling advantage, persisting in implementing the adjustment of agriculturalstructure, vigorously developing characteristic agriculture.In this paper, we identify the integration of urban and rural as a research content.Firstly,we study the integration of theory and practical experience in urban and rural areas andabroad reviewed by CNKI database and then identify Yangling Agricultural High-techdemonstration zone as the object, starting from the urban and rural development andanalyzing the integration of urban and rural in Yangling District.Using investigations toanalyze a series of problems and constraints of integration of urban and rural areas inYangling. According to these issues, learning from the successful experience of developedareas at home and abroad, summing up the new ideas and methods for integrated developmentof urban and rural areas in Yangling. The final process for the integration of the existingproblems on the basis of theoretical analysis and empirical analysis, drawing on the country’sdevelopment experience to do outside, Yangling city and propose solutions integratedDevelopment in Rural recommendations. This thesis aims at narrowing gap between urban and rural, promoting rural economicdevelopment and improving living conditions in rural areas, increasing farmers’ income andhas important practical significance.
