Safety supervision on shipping companies has increasingly played a significant role in maritime supervision and administration. Currently, shipping companies have different levels on shipping safety and pollution prevention and operated in various styles. Navigation routes include ocean route, coastal route and inland water route. The nature of companies is state-owned, private and joint venture. Ships can be operated and managed by ship-owners or under entrustment. Generally, companies engaging transoceanic trade and state-owned companies have higher management levels than other companies. Meanwhile, there are no joint management mechanisms on ship registration, ship survey, ship safety supervision, on-site supervision, seafarer management and shipping company audit.Regulations of the People’s Republic of China on Shipping Company Safety and Pollution Prevention Management provides that maritime administrations should build up supervision and examination systems on shipping company safety and pollution prevention. It is a problem of how to make full use of the limited maritime supervision resources. Shandong Maritime Safety Administration has conducted a number of surveys on shipping company management to conduct the study on shipping companys’ differential management aimed to improve maritime supervision efficiency.Based on the coastal and in-land waters condition, this thesis analyzes the current status of shipping company safety and pollution prevention management, evaluates the potential management risks, identifies key evaluation factors, builds up a risk level evaluation systemand creates differential supervisionmechanism to strengthen shipping company safety and pollution prevention management.
