With the reform of state-owned enterprises was deepened,more and more state-owned enterprises realize that human resource management has become the key to win the competitive advantage,is the core competitiveness of state-owned enterprises and the source of sustainable competitive advantage.Local state-owned enterprises to promote local economic development,improve the urban infrastructure construction,promote urban functions,such as optimization of urban public service plays an important role.Currently,kunshan is in a critical period of innovation drive,the transformation of development,an urgent need to national enterprises to grasp the positioning,increase the intensity of innovation,strengthen internal management,strengthening core competitiveness and sustainable development ability,to make greater contribution to the development of a new round in kunshan.The purpose of this paper is to promote state-owned enterprise human resources management level of ascension in kunshan,through the establishment conforms to the characteristics of state-owned enterprise human resources management effectiveness evaluation system,using human resources index evaluation method,to evaluate its human resources management efficiency situation,analysis,and put forward the relevant optimization advice.Based on the comprehensive analysis of domestic and foreign experts on human resources management efficiency of the related research,mainly through the form of interview method,the regulation of kunshan GuoZiBan eight state-owned enterprise human resources management of an insight into the basic situation,after the feasibility analysis,human resource index chosen as the main research method,through to the enterprise operation,human resources management,from three aspects of employee satisfaction,build 10 evaluation dimension,builds a comprehensive evaluation system of human resource management.At the same time,combining with the actual situation of state-owned enterprises in kunshan,the current human resource index questionnaires have been adjusted,conduct the related empirical studies.In kunshan after eight state-owned enterprise human resources index survey,respectively from 10 dimensions were analyzed the results,obtained in kunshan related characteristics of state-owned enterprise human resources management efficiency.At the same time,in view of the kunshan state-owned enterprise human resources management in the process of the main problems:lack of system in the management of human resource planning,the absence of internal incentive mechanism,unreasonable salary system,the existing human resources not fully development,put forward the relevant optimization advice,in order to further enhance the human resources management efficiency of state-owned enterprises in kunshan.The dimensions of performance evaluation of human resource management of state-owned enterprises established in this paper,to provide for the future researchers some reference,provide an operational evaluation method at the same time as the effectiveness of human resource management of state-owned enterprises,to provide a basis for the future improvement and optimization,has certain theoretical and practical value.
