Studies On Performance Analysis And Performance Management Mechanism Of Fical Supporting Agricukture In Jiangsu Province

This paper is based on the theory of performance management of financial supporting agricukture budget at home and abroad. By using the Stationarity test, Cointegration test, DEA method,I analyze the performance of financial supporting agricukture budget management level in jiangsu province from three aspects:the economic performance, social performance, ecological performance.I read many papers about foreign experience, providing policy recommendations to increase the lever of financial support agriculture in jiangsu province.In this paper, firstly,I introduce the development of chinese finance support agriculture and the management mechanism in jiangsu province. Secondly, I analyze the size of financial support agriculture in Jiangsu province.Thirdly,it is the most important that I analyze the performance of financial supporting agricukture budget management level in jiangsu province from three aspects:the economic performance, social performance, ecological performance. Through Stationarity test, Cointegration test, DEA analysis method and index analysis,I get the result that economic benefits、 social benefits and ecological benefits are low.The reasons are:the funds for supporting agriculture management mechanism is relatively scattered, lack of farmland infrastructure construction, the transformation and the promotion of agricultural science and technology is lag, the effect of migrant workers employment training is formalized and bad, high cost in the progress of using the funds for supporting agriculture, the funds for supporting agriculture supervision mechanism is not perfect. In draw lessons from foreign experience, I give some advices from four aspects:objectives of performance, performance budget, performance evaluation and supervision mechanisms and application performance, to improve the level of financial supporting agricukture budget performance management in jiangsu province.The main Suggestions:The first is establishing and improving the cycle mechanism of performance management in Jiangsu province.The second suggestion is adhering to the principle of fairness and efficiency;establish the scientific goals of the special funds of supporting agriculture in Jiangsu province.The third suggestion is improving the performance budgeting mechanism of financial supporting agricukture budget in jiangsu province:complete the national Treasury centralized payment system;shorten delivery time of the funds for supporting agriculture etc.The fourth suggestion is completing the mechanism of performance evaluation and supervision:construct a scientific performance evaluation system of the funds for supporting agriculture, adopt the mode of combination of inside and outside supervision;clearly define the responsibilities of the government;The third suggestion is strengthening the application of the performance evaluation results, integrate the financial funds for supporting agriculture energetically.
