| China is a large agricultural country. Agriculture, rural areas and farmers has become the outstanding problems which affect and constrain the development of China's macroeconomic. Agriculture is vulnerable industries, depending on the state financial support. In recent years, the State Council attach great importance to "three rural" work. From 2004 to 2010, our country has issued "the central one document"about "three rural" work for 7 years. Government at all levels will also put agriculture work in a prominent position, gradually increasing input in agriculture, promoting farmers production, and improving the comprehensive strength in rural areas. Though our country has increased investment to the agriculture, the results obtained was not ideal. The efficiency of Financial Funds has not got attention.This paper set the only territory in the western of china, Chongqing as the object, Studying the efficiency of financial support for agriculture in Chongqing before and after the territory. Chongqing is a big city with large rural areas, and a large reservoir, immigration areas, minority areas and ecological fragile areas, such features are held in the special city. To complete the task of a small horse-drawn carts, the achievement of a comprehensive urban and rural areas is an important way. The purpose of Chongqing Urban and Rural Development's fundamental is to change the pattern of urban-rural dual structure completely, through the m innovation of system and Mechanism to eliminate the obstacles to the achieve the coordinate development of Countryside and city in Chongqing , getting breakthrough in important areas, so as to explore a new path to realize the development of urban and rural and set a model to promote regional coordination development. To get the harmonious development between the rural and urban, first of all, we should accelerate the pace of development in rural areas. As most countries, China's agricultural development funds mainly come from the state financial input. Therefore, the purpose of this paper is to studying the efficiency of the financial support for agriculture, to find out the problems and propose a reasonable solution, so as keep the best effect of the financial support for agriculture.This study was wrote on the basis of expenditure theory and efficiency theory in and abroad, using Cobb - Douglas model to empirical analysis of the efficiency of the financial fund for agriculture in Chongqing. First establish a framework of evaluate efficiency of Financial Support to agriculture, the financial support agricultural funds to the agricultural output, net income of rural residents, rural consumption and the contribution of agriculture deposits. Then test the various variables, obtained the elasticity coefficient of Financial Funds to rural consumption is 0.07, the elasticity of the grain yield is 0.0015, the elasticity of agricultural savings is 0.0015, indicating that financial support for agriculture in Chongqing is inefficient. The efficiency of financial capital in Chongqing is not high mainly due to financial fund for agriculture scale is too small and the way of input is not rationally, financial support structure for agriculture is not quite reasonable, financial fund for agriculture monitoring is not in place. For the further development of the agricultural economy in Chongqing, we must improve the efficiency of financial support for agriculture. I think that when our Government formulate policies, the following aspects should be considered. First, strengthening the legal system, to ensure that expenditure for supporting agriculture; second, set a clear border financial fund for agriculture use; third, taking the restructuring of the Financial Fund for Agriculture as important; Fourth, increase the Fund for Agriculture; Fifth, reforming and improving the supervision and management of the Agriculture Finance System; in last, article concluded the research findings, and made some new revelation for future work of financial support for agriculture. |
