The Research Of Fiscal Agriculture Expenditure Performance Evaluation Project In Changsha And It’s Improvement

With the improvement of government performance evaluation system in ourcountry, pilot project of performance evaluation carried out through the country,strengthening the guidance of government performance evaluation become s important.Changsha has been developing activity of fiscal expenditure performance evaluationfor five years; due to the important influence of agricultural expenditure, fiscalagriculture expenditure performance evaluation has been a priority among priorities ofperformance evaluation in Changsha. However, the fiscal agriculture expenditureperformance evaluation in Changsha has been carried out for many years, there are stillmany problems restricting the development of the performance evaluation.This thesis analyzes the problems and shortcomings of the fiscal agricultureexpenditure performance evaluation in the preparation, the specific implementation,reporting and follow-up phases through pond dredging operation case by using thetheoretical analysis and case studies. It turns out that poor institutional support ofgovernment performance evaluation, poor executive ability of governmentperformance evaluation, low attention about government performance evaluationresults are key areas for improvement in Changsha fiscal agriculture expenditureperformance evaluation. By combining the author’s own experience, theoreticalknowledge and the successful case of foreign countries, the thesis put forward specificsuggestions. Improve the performance evaluation system and ensure its smoothimplementation, in doing this to support the work of performance evaluation; byimproving professional competence of personnel performance evaluation, updatingperformance evaluation techniques, optimization performance evaluation index system,and improving the evidence’s quality of the performance evaluation, to strengthen theexecutive power of government performance evaluation of the implem entation phase;urge the government to make the results of the performance evaluation public,establish a transparent and open channels of information to expand the scope ofapplication of the results of the performance evaluation.The thesis emphasizes native fact, points out various problems in fiscalagriculture expenditure performance evaluation, and improvement suggestions are putforwarded.
