Empirical Research On Welfare Performance Of Fiscal Support For Agriculture In Our Country

Public finances pays more attention to the social justice,to adjust the income distribution and to improve the economic welfare of society as a whole.One important measure of the full realization of well-off and comprehensive poverty alleviation is the income level and income distribution gap of people,especially farmers and poor people.All along,the government had attached great importance to the development of agriculture and increase the support for agriculture.But the problem of lagging agricultural development has not been fundamentally resolved,and the financial transfer of the "three rural" payment also did not give full play to adjust the role of income distribution,which leading to low efficiency of financial support for agriculture over the past years.Correct understand the role of financial support for agriculture in improving the income of peasant groups and maintaining social equity and the existing deficiencies,have great benefit for optimizing the structure of financial expenditure on agriculture and improve the efficiency of financial support for agriculture.Based on the existing research,this paper conducts an empirical research on the performance of financial support for agriculture in our country on the perspective of economic welfare.To examine the current situation of financial support to agriculture development and the theory and practice as a starting point,combine with the typical foreign country financial support agriculture policy and welfare performance inspection and analysis,this build a line with rural economic welfare model of current national conditions through scientific mathematical analysis,screening affecting rural economic welfare index evaluation system,the use of evaluation methods DEA-Tobit model,starting from the provincial district level to evaluate the occasion of financial support welfare agricultural performance.Based on the empirical analysis of macro-policy evaluation,to discuss specific issues of finance supporting agriculture policy in terms of economic performance benefits exist,analyze the causes and factors also the influence of these problems and propose the future fiscal policy in particular enhance on how to improve social recommendation is targeted groups of farmers welfare.The result shows that: the current fiscal support policy and fund allocation have not improved the welfare of rural residents in China.The proportion of financialsupport for agriculture expenditure in total fiscal expenditure has been rising always,the total amount of financial support for agriculture is also increasing year by year,the total amount of financial support for agriculture to maintain a stable growth rate,especially in some individual provinces.The performance level of local government financial support for agriculture is different.When the efficiency of financial support for agriculture is roughly the same,the scale of financial support for agriculture is less efficient,and the impact on welfare performance is more obvious.In the analysis of the factors affecting the performance of financial support for agriculture,we can see that the level of local economic development,the per capital years of education and the degree of agricultural modernization can affect the welfare of peasant groups at a certain extent.The focus of improve the performance of the financial support for agriculture is to adjust the expenditure structure and pay attention to the policy preference of supporting agriculture funds.Overall,when optimize the structure of fiscal expenditure on agriculture,improve the efficiency of financial support for agriculture,should pay more attention to improve and enhance the welfare level for rural residents in the future.
