Study On The Countermeasures Of Promoting Agricultural Fiscal Expenditure Performance

Agriculture is the first industry of China's national economy,its development is directly related to China's economic construction and social stability.To promote the development of agriculture,governments at all levels have always attached great importance to agriculture,rural areas and farmers.Also,governments from the central to local level have increased the relevant financial tilt and support for agriculture.Since 2004,China has been emphasizing the importance of improving the agricultural finance investment and the construction of agricultural policy system in the central governmental documents,which symbolizes the great concern of our investment and support to rural issues.In promoting China's agricultural transformation,agricultural science and technology development level,the comprehensive agricultural production level,and raising the farmer income level,the role of financial funds for agriculture has been highlighted.Although great achievements has been made in rural economic development,we should be aware that the agricultural development is facing a series of new challenges,as Chinese economy enters a new norm.As the scale of financial funds for agriculture continues to expand,it is particularly important to improve the use efficiency of funds.Therefore,it is greatly valued to create new policy system of financial funds for agriculture,to make overall plan of using agricultural funds,to improve the performance evaluation mechanism,to improve agricultural science and technology and to enhance the capital input-output ratio.This paper takes A county's financial funds for agriculture as example,interpreting the problem from several different angles.Using comparative analysis of data on the absolute scale,relative scale,structure,fiscal expenditure on agriculture of A county during the "12th Five-Year",this paper analyzes the effect on improving the quality of farmers,increasing income,fostering farmhouse,developing tea industry and other aspects.We find that A County farmers' income and quality has been significantly improved and the farmhouse and tea industry has also developed rapidly,as fiscal spending for agriculture increases year by year.However,problems like unreasonable structure and disperse usage do exist.By referring to the research finding of leading scholars at home and abroad,this paper puts forward that the best countermeasure to solve the problems on agricultural fiscal funds is to integrate agricultural funds,optimize the industrial structure of agriculture and establish the assessing system of the performance of agricultural fiscal fund.
