A Research On Guangdong Province Industrial Structure Optimization Based On Industrial Transfer

In recent years, the interaction between Guangdong Province industrial transfer and industrial structure is very obvious. Industrial transfer is the key to reducing the regional economic gap, improving the overall industrial structure and the competitiveness of the industry of Guangdong Province. The need of industrial structure optimization and upgrading itself promotes and decides the content, direction and strength of industrial transfer in further.This paper researches industrial structure optimization from the view of industrial transfer by qualitative and quantitative research method. It believes that the optimization of the industrial structure is affected by many factors, but for Guangdong Province, due to its unique economic development background, the biggest influence factor of Guangdong industrial structure is the industrial transfer, which includes Pearl River Delta undertaking international industry transfer and the transfer between Guangdong non Pearl River Delta region and Pearl River Delta region. This cascading transfer makes the Pearl River Delta region industry go to high-tech industry, advanced manufacturing industry and modern service industry from labor and resource intensive industry, and constantly upgrade, peel, transfer and eliminate the backward industries at the same time so as to spare space for high technology and high added value industry. The non Pearl River Delta region goes along the path of the Pearl River Delta region, gradually improving its industry competitiveness and optimizing its industrial structure.The industrial structure optimization and upgrading demand of Guangdong Province in turn accelerated the process of industrial transfer. For the Pearl River Delta region, the further optimization and upgrading of the industrial structure not only needs to undertake a higher level international industrial transfer, but also needs to roll out low-end industries, while the non Pearl River Delta region needs to accelerate the undertaking of industrial transfer from Pearl River delta region.From the reality of the situation, the industrial transfer and industrial structure of Guangdong Province is showing a pattern of interaction, industrial transfer has greatly improved the industrial structure of Guangdong Province, the Pearl River Delta region and the non Pearl River Delta region. Further quantitative evaluation by comprehensive index system shows that Guangdong industrial structure optimization index increased from 2.13 in 2004 to 19.51 in 2013, increased by 17.38. The improvement is very obvious. The industrial structure height and rationalization indicators rose rapidly, but the growth and export competitiveness indicators do not rose so strongly. The improvement of sustainability indicators is the least obvious. From the trend, the overall comprehensive index increased steadily, of which the index fell because of the international economic crisis in 2008-2010 years, but it improved rapidly from 2011 at a accelerated speed.Based on the interaction between industrial structure and industrial transfer, it can infer that the government should pay special attention to the problem of energy consumption in the formulation of industrial transfer policy, the second is focusing on the development of service industry to improve the third industry percentage, increasing investment in R&D, increasing the export of high-tech products, and increasing environmental protection investment; industrial transfer should mainly promote the height and the rationalization of industrial structure, pay attention to undertaking the industry that can enhance the competitiveness of Guangdong Province export products, focus on cleaner production and environmental protection investment, give priority to the development of energy-saving and environmental protection industry; industrial transfer itself should accelerate the elimination of backward industries, accelerate industrial upgrading during the good macro atomsphere so as to promoting the adjustment of industrial structure by industrial transfer.
