An Empirical Research On Performance Of China's Inter-regional Industrial Transfer Based On Industrial Structure Optimization

Since the reform and opening up,China's economic growth has attracted worldwide attention,however,the regional disparities,structural imbalances in the economy and other issues are also increasingly grim.Classical theory on international industrial transfer points out that the international industrial transfer is a channel for industrial restructing internationally.The dissertation aims to find out that to what extent role does the inter-regional industrial transfer play on adjusting and optimizing industrial structure,then to know about the development and present situation of inter-regional industrial transfer and industrial structure optimization,as well as the relationship between the above two,to provide a decision-making basis for policy measures proposed by revelant departments.Based on the theory of regional economy,theory of economic growth,industrial economic theory and new economic geography theory,the dissertation first summed up and analyzed the interaction mechanism of industrial transfer and industrial structure optimization theoretically;Second,starting from the reality of China's economic development,the dissertation constructed theoretical model of inter-regional industrial transfer and total economy optimization of industrial structure under the conduction of factor mobility;Third,based on the above theoretical model,the dissertation made an empirical research on the development of inter-regional industrial transfer and the dynamic evolution of total economy industrial structural optimization by the method of quantitative analysis and comparative analysis of 20 years from year of 1992 to 2011;Finally,using the data obtained,the dissertation established time series model of regional industrial transfer and total economy industrial structure optimization,and measured the performance of inter-regional industrial transfer from perspective of industrial structure optimization.Through analytical reasoning,this dissertation draws the following conclusions:1.During the years between 1992 and 2011,the geographic concentration of the spatial distribution of China's industry presented an inverted "U"-type dynamic change,and the special distribution structure of industries investigated with sections of critical junctures had a significant NEG "center-periphery" feature.Investigated from the level of eight major regions,it is found that the position of the southeast coastal regions as China's industrial center had not yet been shaken,but the central region showed a trend that it had been developed into the second center of the "center-periphery"spatial structure of industry;the southwestern,northwestern and northeastern regions benefitted very little during the inter-regional industrial transfer,and the industrial disparities inside the regions were expanded.2.The starting time of spread and transfer of technology-intensive industries and labor-intensive industries was earlier than that of capital-intensive industries,and the speed and extent of the spread of the former were more rapid and significant than those of the latter.From the perspective of the trend of inter-regional industrial spread and transfer,it was generally consistent with the viewpoints of NEG.3.The location choice of inter-regional industrial transfer reflected the effect of geographical adjacency and the principle of gradient transfer.Western regions were not dominant either in respect of geographical position or of market potential,so they were at a disadvantage in the regional game of undertaking inter-regional industrial transfer.4.During the 20 years between 1992 and 2011,the rationalization level of the industrial structure of aggregate economy showed a right-deviation "U" type dynamic change,and its interaction with inter-regional industrial transfer had stage characteristics;During the years between 1992 and 2004,it was reflected as the fact that the inter-regional industrial transfer characterized by the industrial concentration from the central and western regions to the eastern regions did not have significant linear relationship with the evolution of the national industrial structure rationalization;during the years between 2005 and 2011,the performance of the inter-regional industrial transfer characterized by industrial decentralization from the eastern regions to the central and western regions toward promotion of industrial structure rationalization was very obvious.Generally,the diversification level of the industrial structure of aggregate economy showed a continued upward trend during the 20 years,and its interaction with inter-regional industrial transfer was stable and significant;During the 20 years,the trends of development and evolution of rationalization and diversification of industrial structure of aggregate economy were not entirely the same.A periodic phenomenon of inflation existed in the evolution of diversification of industrial structure.5.The industrial spatial structure closely related to inter-regional industrial transfer was an important factor affecting the rationalization of the industrial structure of China's aggregate economy,and its role was second only to the uncoordinated employment-output structure factors in the second industry.6.During the 20 years,among the three major regions,the promotion effect of industrial out-transferring and undertaking in the western regions at different stages on the industrial structure of aggregate economy was the most significant.Just in terms of the scale of industrial transfer,the western region was not one that had the greatest contribution either during the first phase of the industrial out-transferring or in the second phase of industrial undertaking.Thus the changes in the share of industry of the western region had the maximum elasticity toward the industrial structure optimization of aggregate economy.Based on these main conclusions,the dissertation proposes the policy suggestion that adjusting the industrial spatial structure,and further promote the industry to transfer to the west.And it is specifically analyzed from the following five aspects:First,according to the endowment characteristics of the western region,implement microcosmic industrial policies and coordinate regional division of work;second,increase the efforts of investment in infrastructure construction in the western region and improve the efficiency of transportation in the region;third,accelerate the urbanization construction process of the western region,and expand local market size;fourth,promote the process of opening to the west,and expand the external markets in the western neighboring countries;fifth,strengthen system and mechanism innovation,and guide private capital to transfer toward the west.
