Sustainable management and expansion of the enterprise is premised on the basis of sufficient cash flow. The process of cash flow runs through the daily operation of the enterprise and reflects the operating condition and efficiency of enterprise processe objectively. As an efficient measure to rebuilt the enterprise, process reengineering can help enterprise clear invalid proceedings of enterprise processes to make sure the continuity and increment of the whole procedure of enterprise. It also provides the foundation for the enterprise to create maximum value.Based on the importance of cash flow management of small- and medium-sized enterprises, this paper researches the correlation between the objectives of cash flow management and operation flow of small- and medium-sized enterprises. It finds out the fact that it exists interdependent and inter-restricted relationship between the cash flow and operation flow of the enterprises, and puts forward the suggestion that the enterprises should manage the current problems of the process of enterprise from the perspective of cash flow. On the basis of analyzing the internal and external environments, the enterprises should focus the business process reengineering on the core processes. At the same time, small- and medium-sized enterprises should adjust their organizational culture, the way of leadership and excitation mechanism to adapt to the adjustment of the organizational structure, and provide the protection for the smooth implementation of business process reengineering. To measure the effect of business process reengineering, the paper establishes the evaluation system of process reengineering of small- and medium-sized enterprises based on cash flow management from the aspects of the direction, speed and process of cash flow. The paper select indicators to analyze the different level of cash flow management between before and after process reengineering. Through measuring business reengineering practice on GHJK company, this indicator system can reflects the operating condition and level of cash flow management effectively before and after business reengineering. This indicator system can also help managers to discover the problem of business reengineering in time, so managers can adjust the focus of the work to improve the level and efficiency of cash flow management.
