With the development of economic globalization, the emergence of group enterprise, the rapid development of information technology, all these greatly promote the evolution of the enterprise management mode; also promote the transformation of financial function. Enterprise management not only needs to be more real, timely financial information, and more in need of financial information sharing. In such a circumstance, financial shared services arise.Under the guidance of economics of scale, business process reengineering, system theory and other theories, this paper applies the method of literature research and case studies, etc. Firstly, the existing financial management mode of construction conglomerate is described, and its existing problems is analyzed, such as high cost, inefficiencies, poor quality of financial information, incompletion of decision-making information, weakness financial control and strategic propulsion, financial information cannot be shared, etc. Then discusses the necessity and feasibility of construction conglomerates establish a financial shared service center. On this basis, a more systematic analysis and elaboration of objectives, principles, elements of the construction conglomerate financial shared service centers established are preceded. From the aspect of financial system, organization and information systems, a detailed design for the ZGTJ financial shared services center is carried out. Then the business process reengineering of financial shared service center is focused on, including procurement and payment operations, sales and receivables, reimbursement services, payroll management, fixed asset management, general ledger operations, and reports operations, and puts forward the design scheme of common business process. Finally, funds management, internal controls, performance management, cost management, and risk management on conglomerates control were put forward their views and opinions.
