Research On The Construction And Operation Of Financial Shared Service Center Of Harbin Pharmaceutical Group

In late twentieth Century,the concept of Financial Shared Service Center(FSSC)was born in Europe and the United states.After more than ten years of development,it has been widely used in the world's large multinational corporations and enterprise groups.Before the implementation of the Financial Shared Service Center,the problem of the management of the enterprise group is becoming more and more obvious.For example: the organization is overstaffed,the financial personnel cost is high,the accounting standard is inconsistent,the financial operation efficiency is low and so on.Therefore,how to integrate the resources of the group enterprises,to ensure the financial centralization and integration of the headquarters of the group and the concentration of the chemical companies is very important.In this paper,through combing the present situation of the financial management of Harbin Pharmaceutical Group,using interviews and staff workload of FTE calculation method found especially in the presence of financial information and financial management systems and processes and the workload of the finance staff three problems in financial management,and from the construction of Financial Shared Service Center on the necessity to explore the main considering the construction has to reduce operating costs and financial risks,improve financial management level and promote the transformation of financial functions and decision support on necessity of three aspects of the FSSC,and then the feasibility of group scale,financial system,business process standardization,cost effectiveness and risk governance comprehensive analysis of five aspects of the construction of Harbin Pharmaceutical Group FSSC the.Based on the necessary and feasible to Finance Shared Service Center building,including the detailed design of the organizational structure,service content,implementation steps,process reengineering and evaluation,and refine the construction of safeguard measures of Financial Shared Services center.Based on the actual enterprise as the research object,Harbin Pharmaceutical Group in the future not only on all aspects of the management has certain guidance and reference,but also for the future of the large enterprise groups in China especially the medicine enterprise construction has certain reference significance.
