In the era of knowledge economy,scientific and technological innovation represents the future direction of economic development.Technological progress and innovation is the key for a country to maintain long-term and stable development. The capability of independent innovation has become an important factor that enterprises gain the competitive advantage.Relative scarcity of China in terms of natural resources, human and financial resources, to catch up with developed countries on scientific and technological strength and reach world advanced level, it depends more on the level of innovation performance. Only by improving the performance of independent innovation, rational and efficient use of technological innovation elements can we achieve faster technological progress and independent innovation. This can help China enter the ranks of innovation-oriented country. Large and medium-sized industrial enterprises is an important pillar of China’s national economy, the main force of technological progress. It plays an irreplaceable role in supporting the national economy.This paper collects datas of the innovative activities of large and medium-sized industrial enterprises in China. According to the theories of innovation,the paper builds the innovation performance evaluation system of China’s large and medium-sized industrial enterprises.The article systematically analyzes the status quo of China’s large and medium-sized industrial enterprises in independent innovation,and then use the method of DEA to give thorough and comprehensive study on the innovation performance of large and medium-sized industrial enterprises from three aspects, the registration types, industries and regions.The results show that,In2010,23kinds of registered enterprises in China are DEA relatively effective, the other10kinds are DEA relatively ineffective. The reason of non-DEA efficient is the inefficiency of pure technology and scale; In37industries of China,21sectors are DEA relatively ineffective for the inefficiency of pure technology and scale.18provinces are DEA relatively ineffective. The pure technical efficiency is high in each province of China. The main reason of DEA relatively inefficiency is scale inefficiency. From2000to2010, due to technical progress, the innovation performance of Private and mixed ownership enterprises in China enhance quickly. The independent innovation performance of the state-owned enterprises and collective enterprises grow slowly because of low efficiency of resource allocation and slow technological progress. The growth rate of Hong Kong, Macao and Taiwan-invested enterprises’and foreign invested enterprises’innovation performance is lower than domestic enterprises. The innovation performance of13industries is on the rise, technological progress and the improvement of the efficiency of resource allocation promote the innovation performance. Due to technical regress,the remaining24industries’innovation performance is downward. The enterprises’ independent innovation performance of most provinces is upward, Only in three provinces, Inner Mongolia, Jiangxi and Guangxi, the innovation performance of industrial enterprises is downward.
