The Research Of High Standards Of Basic Farmland Construction Based On The New Urbanization In Maanshan

Firstly, this paper introduced the related theories and the relationship between new urbanization and high standards of basic farmland. The connotation of the new urbanization requires the strictest farmland protection system by building the high standards of basic farmland, and building the high standards of basic farmland is not only the main measure of quality protection and the quantity protection of arable land, but also the essential requirement of the development of new urbanization.Secondly, this paper analyzed the level and quality of the urbanization and the developmental status of high standards of basic farmland in Maanshan. The urbanization level is very high, but the urbanization quality cannot match the speed, and the urbanization development of six counties in Maanshan is disequilibrium, the contrast is striking. So, Maanshan built 15393 hm2 standards of basic farmland in 2012. But this construction’s aim is to complete the tasks given by the Anhui Land Agency, can not meet the development requirements of new urbanization development.In order to improve the developmental quality of the high standards of basic farmland and the new urbanization, according to the analysis of present situation, this paper focused on establishing the evaluation indicator system of high standards of basic farmland which is based on the new urbanization in Maanshan, selected the indexes about the new urbanization and the high standards of basic farmland, and obtained the data by analysing and investigating the data. After obtaining the evaluation scores and weight with the entropy and variation coefficient method, the degree of the high standards of basic farmland evaluation was calculated with the mathematical model and the level of the high standards of basic farmland’s construction of six counties of Maanshan was evaluated.Finally, based on the total scores of the high standards of basic farmland evaluation in Maanshan, this paper made a differentiated evaluation of the present and future high standards of basic farmland construction of six counties in Maanshan, and put forward corresponding countermeasures by optimizing the layout of urban land, the quality of economic, and the quality of environment in order for the orderly construction of high standards of basic farmland construction and the healthy and rapid development of new urbanization.
