Cultivated land is the material basis for human surviving and development. It isthe indispensable means of products for human getting food and other agriculturalproducts. It is also the precondition of sustainable development for agriculture andnational economy. At present, China’s food security is increasingly critical, and thecultivated land protection has become the strategic demand of scientific developmentfor our country. The second session of the twelfth National People’s Congressreaffirmed the principle o "stick to the red line of cultivated land, improve the qualityof cultivated land, and enhance the capacity of agricultural production, to ensure thegrain self-sufficiency and rations absolutely safe, and control the1.3billion Chineserice bowl firmly into our own hands". Under this strategic environment, proceed theland reclamation vigorously, and speed up the construction of high standard basicfarmland which can be harvest in drought or water has become the most importanttask for land and resources departments to serve for "three rural" and ensure the socialeconomic development. But in the implementation process of various counties, theyhave different understanding of the layout concept, distribution methods andconstruction goal for the high standard basic farmland. There are problems like lackof scientific basis for the decomposition process, specific operational method for thelayout, misunderstand with the concept of land consolidation and lack of the levels forthe high standard definition. The general method is deduction method to ensurecompleting the quota from high level management. The high standard basic farmlandunder this method is usually not rational layout and difficult to balance the joint levelwith the quality. Layout has failed to fully consider the comprehensive conditions ofthe county, so it is difficult to meet the multiple requirement for construction andprotection. To solve the above problems, this article study for layout method andmode of the high standards basic farmland.In this paper, on the basis of predecessors’ research, and on the premise of totalamount control and the classification evaluation, and according to the goal of highstandards basic farmland protection and construction, I choose three factors as thebasis of planning high standard basic farmland layout, that is quality of cultivated land,agricultural land consolidation potential, and cultivated land joint degree. Set fourobjectives like high quality protection, potential construction, scale management andcomprehensive optimal, and set different patterns according to different goals. Usefactors paired comparison method to define the factors under different modes wereweighted, and use the method of cell factor assignment, combining the factor weightand space weighted to summate the layout mode. Comparing two kinds of layoutmethod, the single factor classification method and the combination evaluationmethod to finally conclude the high standard basic farmland layout mode.Hierarchical optimization with the optimal value sequence were determined, torespectively form a priority built area, the important area and the general area. Anddelimit the high standards basic farmland by classification and responsibility. The research area chooses Hebei province Tangshan YuTian country, in order toreduce the interference of man-made factors, I choose the natural quality ofagricultural land classification as the value of cultivated land quality factors, such asdifferential calculation based on the nature and use of cultivated land renovationpotential. Use the cell method to measure every cell within the proportion of basicfarmland, and the proportion of100%cell link for a larger image spot. I will figurespot size as a continuous measure of the level and size, according to the factors ofpaired comparison method to determine the weight size. Respectively through thesingle factor classification method and the combination evaluation method for layout,compare to two kinds of layout as a result, the single factor classification method isrelatively one-sided, for quality, potential and scale of the three factor scores ofvillages and towns, favoring layout results can have a big deviation when using thesingle factor layout method. Owing to lack of factors classification refinement, thefinal classification results than expected target is more, so the results do not haveguiding significance. Combination method starting from the overall layout,comprehensively considering various factors, by adjusting the size of the factorweights have different mode of high standard basic farmland layouts, differentemphasis on results are of high standard basic farmland layout scheme, the protectionand construction, give attention to two or more things choose flexible, more scientific.Through high standard basic farmland construction schedule, to divide responsibilityclassification, ensure that after the layout of a high standard basic farmlandconstruction project can go smoothly, the late maintenance work can be in place intime.The study explores the layout of the high standard basic farmland correspondingto multi-objective model, the results indicate clearly, and make full use of theevaluation results from land and resources management departments, and easy foroperational application. Proposed defined patterns has a guiding significance for thehigh standard basic farmland demarcated work, and provides a new train of thoughtfor the future work. With the tools of geographic information system, using the ratioof cell space algorithm, simulated the arable land concentrated degree, and provideseffective tools to high standard basic farmland and the development of modernagriculture construction layout.
