Recently, the green building adapt the strategies of new pattern urbanization and goal of gas emission reduction, besides, the development pattern’s changing from the quantity to quality. The green building’s characteristic, which is expensive in construction and high earning in whole process, causes the low performance. What’s more, this problem could hardly be solved only by market mechanism. To promote green building, the study should be on the behalf of system and mechanism to analyze the interest relationship among the stakeholders, which will achieve rationality in system, feasibility in mechanism and permission in legal system. The study followed technical route of "finding problem-defining problem-analyzing problem-solving problem", and used many research method to make qualitative and quantitative research. The green building policy advises in China were proposed.Firstly, this research defined the conception of green building promotion’s system and mechanism, and constructed the detailed list of "powers-responsibilities-interests-obstacles" to definite the basic principle of allocating responsibilities. On this basis, the study constructed the coupling associated model for green building promotion. According to Causal loop diagram constructed by the system dynamics, three factors which will affect the promotion’ performance were found out:economic incentive mechanism, market supply-demand system, policy system, which were also the main research contents in later research.Secondly, the market plays the significant role in the resource allocation process, while the "Market Failure" exist in the green building market. The study analyzed the economic incentive mechanism by constructing the game theory model, and then proposed some suggestion, such as building the incentive mechanism,completing the technology system, improving the recognition of consumers. The consumers are the demanding terminal in the green building market, so the consumer willingness is the main factor which will affect the promotion performance. Through literature review and in-depth discussion with experts, twenty-two factors about consumer willingness were found out,then consumers’ demand system was established. Depending on this system, the weight analysis of the demand factors in the system was conducted based on informants’experience and consumers’actual perception of the building by AHP. Then, the grading system of demand factor classification was developed according to the weight values.Finally, through analyzing the significant role the polices played in green building promotion performance, the study proposed the policies system catering to the whole project process, then the current green building policies were analyzed and evaluated. According to the consequence of qualitative discussion and quantitative analysis, some policy suggestions about China green building promotion were proposed.To solve the problem of "promotion in vain", we should insist the multi-level analytical method. Through the systematical analysis, the problem of green building promotion can be divided to three level:achieving the macro level management by legal system; achieving the intermediate level by the incentive; achieving the micro level by "powers-responsibilities-interests-obstacles" coupling.
