Comparative Study On Certification System Of Green Building Evaluation Criteria Between China And America

With the rapid development of urbanization and the real estate industry, our country consumes more and more energy, especially the construction energy consumption, it accounts for 1 / 4 of the total social energy consumption. At this situation, environmental protection, resource utilization and energy supply are faced with more and more pressure. In face of this situation, Chinese government attaches great importance on the development of green building. For the past few years, a number of green building policies have been put forward. In the Eleventh-Five Years Plan, it puts forward " energy consumption reduce by 20 % and emissions of major pollutants reduce by 10% per ten thousand Yuan GDP ", and unswervingly ensures this objective achievement. But how to effectively promote the development of green building, in addition to the development of relevant policies and evaluation criteria, improving the certification system is also an indispensable process. Reasonable and efficient system of certification will help to encourage developers, construction companies, architects, and other stakeholders to participate in green building.Therefore, this paper studies how the U.S. Green Building Council carries out LEED certification process, through comparative China's current certification system, points out the lack of certification process in China. Then it reveals the direction for our country to improvement, to provide authentication reference for establishing a perfect system.Firstly, this article analyzes the status quo of green building evaluation system, and discourses the domestic situation of the development of green building, mainly from policies, practices and green building evaluation system. Through these three aspects the thesis analyzes and posts the constraints in the development of green building in our country. This article focuses on several popular green building assessment systems in overseas, such as British BREEAM, United States LEED, Canada GBC, and so on. It analyzes the various and limitative points of the evaluation system and finds that the foreign studies have transferred from founding evaluation systems to establishing identification systems.Secondly, the essay introduces the development process of LEED and China's green building standard assessment, with comparing the pros and cons of the two standards to propose improvement of our green building standard assessment. Thirdly, the study contrasts the U.S. Green Building Council (USGBC), as well as its LEED certification process and China's green building evaluation institutions - the development of science and technology promotion center. It points out differences between the two processes, then indicates how the USGBC promotes the development of green building and how to perfect the certification system in China.Finally, this paper proposes the development directionon of the green building standards certification system on the basis, mainly through several areas to improve the certification system: Firstly, the perfect of the Green Building Rating System; Secondly, the support of policy; Thirdly, the promote of the Green Building; Fourthly, the establishment of green building research, education and qualification certification system; Finally, the effective supervision and management. Through these several measures, our country will really be free to rely on foreign standards to evaluate our green buildings, for supporting green building a healthy development environment.
