| The state council issued “the national resources city sustainable developmentplanning(2013-2020)”in November 2013. The planning put forward specific measures for the transformation of resource-based cities. As a province of resources, 10 out of 11 cities in Shanxi Province were listed as resource-based cities, and the trend of transformation is imminent. Under the tough task of transformation, it will be particularlyimportant to optimize the industry structure development mechanism of Shanxi Province.This paper takes data of 2007 as the base data, and introduces the principles and process of preparing social accounting matrix of 2007 of Shanxiprovince. According to the accessibility of data and research objectives,this paper aggregated the account and prepared the 11 departments SAM, and finally,did the SAM multiplier analysisandstructured path analysis. it concluded that,(1) Agriculture Animal Husbandry and Fishery drove the development of national economy obviously, and the development way of coal mining and washing industry is not reasonable.(2)The drive force of Agriculture Animal Husbandry and Fishery to the employment was strongest.(3)The drive force of Electricity, gas and water production and supply industry to capital was strongest.(4)Exogenous shock on rural resident will cause more output than that on urban resident.Therefore, this paper put forward the following Suggestions:(1) Integrate the development way of coal mining and washing industry.(2)Develop the building industry and transportation industry properly, making it a strong support to the development of other industries.(3)Normalize the development of financial industry, making it a strong support for thedevelopment of capital.(4)Improve and deepen the service industry, making it a strong support for the employment of labor force.(5)The transfer payment policy should be tilted to rural residents.(6) Develop Agriculture Animal Husbandry and Fishery to drive the development of other industries. |
