The small and medium-sized enterprises have been more and more important within China’s economic development, the economic structure of Chinese is optimized and unemployment pressure is relieved with the developing of small and medium-sized companies. However, a large percent of those companies are shut down by the reason of low loyalty employees, weak human resource management and low initiative working. The purpose of this article is establishing a compatible incentive system to enhance the competitive ability of small and medium-sized companies.First, to ensure the literature analysis, an empirical investigation was used based on the qualitative analysis and quantitative collection. All data were calculated in scientific methods with detailed numbers. The existing incentive system and relative regulations would be improved according the research based on the GL’s current condition and developing plan.Second, based on the theory of incentive, strengthening and incentive comprehensive, to establish a basic incentive system.Third, locate the issues of current system according to research the GL’s payment regulations, training plans, performance analyzing management and corporate culture.Fourth, design a new human resource management system that includes payment, training, promoting and culture, based on the research of questions and data collected from the employees of GL.Fifth, establish supporting system and plan which contains the financing, executing regulations to supervise the processing and progress of whole project.To sum up, this article is created to establish a compatible incentive system to improve the management of small and medium-sized companies and enhance their competitive ability.
