With the advance of economic globalization, enterprises are confronted with fierce competition due to the variability of survival environment. In order to maintain a long and stable development, enterprises need to make the long-term strategy and keep on developing in constantly changeable environment. Strategic management is crucial for enterprises and also the source for maintaining competitive advantage. In modern enterprise management, enterprises tend to attach more importance to human resource management as the function of talents becomes more and more prominent. The development of enterprises is closely related with strategic guidance and effective personnel management, so with the combination of strategy and human resource management, the implementation of human resource strategy management may contribute to enhancing enterprises’ core competitive advantage and management level, it can promote enterprises’ stable and sustainable development.SDH Company is a listed company engaged in transportation infrastructure construction and operation as well as a large state-owned enterprise in the industry of road and bridge in S province. To obtain a good trend of development in domestic and foreign competition, the company needs to formulate human resource strategy with the framework of overall strategy and improve the efficiency of human resource so as to realize the goal of long-term development.This thesis is designed to study corporate human resource strategy and it is divided into seven parts. The first part introduces the research background and significance, main contents, research framework, research methods and main innovations of this thesis. The second part reviews some literatures, expounds the research status of theories on foreign and domestic enterprise strategy and human resource management, summarizes studies on human resource strategy of domestic expressway enterprises and makes brief comments. The third part conducts a detailed analysis of external and internal environment of SDH Company’s human resource strategy formulation, points out problems in human resource management, carries out the SWOT analysis of corporate human resource, on this basis proposes four suitable models for corporate human resource strategy and expounds the specific strategic direction of these models respectively. The fourth part performs QSPM matrix analysis of corporate human resource strategy option based on the elaboration of strategic guiding thoughts and goals of SDH Company. The fifth part puts forward the implementation measures from the perspective of organizational structure, personnel recruitment, training and development, performance and salary system, motivational techniques, enterprise culture according to corporate human resource strategy goal and specific strategic goal. The sixth part formulates corresponding safeguard and control measures in accordance with the corporate human resource strategy implementation. The seventh part makes a summary of the research, analyzes the shortcomings and introduces the research prospect.Through the above study, this thesis comes to some conclusions as follows. SDH Company should establish the human resource strategy matched with the corporate strategy, including human resource development strategy and personnel structure optimization strategy. It also should take full advantage of favorable external opportunity to deal with the problems of internal human resource and seeks for the human resource management strategy that is good for its long-term development. Besides, it should takes some measures such as optimizing organizational structure, attaching importance to personnel recruitment, enhancing the training and development, improving performance and salary system, enriching motivation methods, strengthening corporate culture to increase the core competitive advantage so as to realize the strategic goal of strengthening enterprises by talents, through improving the personnel structure, staff’s working environment and work efficiency.The research conclusions of this thesis is meaningful for enhancing corporate human resource strategy management and can be served as a reference for SDH Company’s human resource strategy as well as other large state-owned companies’ long-term development.
