The world's economy develops fast in the 21st century. Peace and development become the main topic of the world. The trend of economic globalization leads to the fierce competition between the business enterprises in the world. The high-tech competition and intellectual competition are the competitive focuses. It is the contest of the new technique and the person with modern management ability. With the enhanced position and function of the human resource strategy management in business, more and more enterprises realize that if they want to gain the active position in the vehement market in future, they have to programming the human resource scientifically.The economy develops fast in The 21st century is a century of economic fast development, the topic of the world is peace and developments, the trend of the economic globalization makes excrescent vehemence of competition between business enterprise inside the scope of world, but the focus of the competition is a high-tech competition, intellectual competition, is to fight towards controlling the high new technique and having the person of the modern management principle. Strengthen increasingly along with the human resource strategy position and functions manage in business enterprise strategy manages, more and more business enterprises only know the human resource of the programming business enterprise of science strategy, then can be placed in future market compete strategic active position.The research shows that the small business enterprises play an important role in the national economy. So it is significant to study the strategy of the small business enterprise's human resource managements.Some automobile service company is the typical model of medium and small business enterprise, the company establishes in 1998, it is a large commercial company witch engages in the tires trade and service. With the competition of the automobile behind service industry increases so quickly in domestic especially the automobile inside the province that the development of the business enterprise faces the rigorous challenge. The human resource has become the biggest bottleneck blocking the service company's development. How to solve the actual problem of human resource management has the realistic meaning in programming the company human resource management stratagem.The paper uses the way of theory connecting with the practices to analyses and researches the human resource management problems of the automobile service company. The paper studies the company's status from several aspects, including employee's invitation, the performance management, salary and welfare, employee's encouragement, employee's education and training etc. Then through the former analyses, the paper points the exist problem of the company's human management. Finally, according the problems, the paper put forwards the countermeasures and the measures witch could ensure the countermeasures carry out smoothly. The countermeasures will help the enterprise's managers manage the human resource more efficiently, enhance the enterprise's performance and competition, and will offer the enterprise theoretic and practical strategies to challenge the fierce competition.Though the study, the text will look for the human resource the strategic problems in the medium and small business enterprise and resolve them. The author hopes that paper could have reference value to other medium and small business enterprise in our country.
