Interest Compensation Mechanism Of Cultivated Land Protection In Non-major Grain Production Areas

Protecting cultivated land is an important approach to achieve food security in China. A series of most stringent cultivated land protection system has been adopted in China. However, cultivated land is still decreasing and cultivated land protection system didn’t get the desired results because of ignoring the body excitation. Non-major grain producing areas have enjoyed the food security service and function of the externality of cultivated land protection service provided by the major grain producing areas, but failed to pay the corresponding compensation, making the implementation of major grain producing areas of food production and protection of opportunity cost increased, leading to regional economic development gap between the level of non- major grain producing areas an major grain producing areas is getting bigger, the contradiction between cultivated land protection and economic development is more and more prominent. Chongqing as a non-major grain producing area, its pressure is more severe. Based on this situation, this paper selects Chongqing as a study area to study the cultivated land compensation mechanism of non-major grain producing areas.Based on the current research results on cultivated land protection benefit compensation, and the theory of food security, cultivated land protection of external theory, quasi-public goods and public policy gains, combined with combined with present compensation condition of cultivated land protection and compensation ticket system of Chongqing, drew on the compensation practice of cultivated land protection in Chengdu and Foshan, built the operation mechanisms and key elements of interest compensation mechanism of cultivated land protection from the level of inter-provincial, inter-county in non-major grain producing areas. Key elements of interest compensation mechanism of cultivated land protection include the payment body, accepting body, compensation capital, use and supervision, compensation way, compensation standard et al. Then using Chongqing as an example to empirically analyze the interest compensation mechanism of cultivated land protection and putting forward some recommendations.The results show that supporting mechanisms and key elements of interest compensation mechanism of cultivated land protection was putting forward in non-major grain production areas. Operation mechanisms including interest distribution mechanism, risk-sharing mechanism, competition negotiation mechanism, trust deed mechanism, communication and coordination mechanism, supervision incentives and the key elements including payment body, accepting body, compensation capital, compensation way, supervision and compensation standard et al.The results show that the payment body of interest compensation mechanism of cultivated land protection in non-major grain production areas has been determined. At the provincial-level, the payment provinces are Beijing, Tianjin, Shanxi, Shanghai, Zhejiang, Fujian, Guangdong, Guangxi, Hainan, Guizhou, Tibet, Shaanxi, Qinghai and accepting provinces are Inner Mongolia, Liaoning, Jilin, Heilongjiang, Anhui, Jiangxi, Shandong, Henan, Hunan, Ningxia, Xinjiang et al. Inter-county level in Chongqing, the payment counties are Wanzhou, Dadukou, Jiangbei, Jiulongpo, ShaPingba, Nanan, Beibei, Jijiang, Yubei, Rongchang, Bishan, Kaixian, Yunyang, Wushan et al and the accepting counties are Dazu, Qianjiang, Jiangjin, Hechuan, Yongchuan, Nanchuan, Tongliang, Liangping, Shizhu, Xiushan, Youyang, Pengshui et al.The results show that the compensation standard of protection of cultivated land in 2012 is 1023200 yuan per hectare in China, and 1824700 yuan per hectare in Chongqing on the method of integrated approach and the willingness to pay of urban and rural residents to protect cultivated land in Chongqing of 2012 is 454566.3 thousand yuan based on the CVM evaluation.
