Major grain producing areas are the main areas supplying of commodity grain in China. the level of development of major grain producing is directly related to food security, regional economic coordination and the problem of increasing peasant’s income. At present, in order to protect national food security, we implement the system for protecting arable land and basic farmland planning system. As the focus of the implementation of these policies, a large number of land in the major grain producing area has been set for the protection area of cultivated land and the basic farmland to be limited. Local farmers can only use the farmland to product grain within the scope stipulated by the state, and can’t take turns to use the land for construction and other production ranges. Because of relatively low efficiency of grain planting, these policies deprived the farmers’ right to obtain higher profit through turning the land to other use. that is land development right.Because the land resource has externalities, major grain producing areas to assume more social responsibility in the protection of national land resource and ensuring national food security. while social responsibility of the areas outside of major grain producing areas is relatively reduced. The unequal of rights and obligations between the areas seriously restricts the development of the major grain producing areas, which Lead to conflicts of interests among the major grain producing areas and non major grain producing areas. Therefore, in order to coordinate and resolve the conflicts of interests among the major grain producing areas and non major grain producing areas, and protect the legitimate land rights of farmers in major grain producing areas, and improve the enthusiasm of grain producers in major grain producing areas, it is necessary to interest compensation in major grain producing areas.Based on the reality that major grain producing areas lack of land development rights under the situation of control on the usages for land, in the perspective of land development rights pricing, discussed how to develop a reasonable compensation standard compensation for major grain producing areas of the lack of land development rights. The main train of thought of this paper is that, based on the discussion on the related concepts and the extension of the development rights and its pricing, referenced involved theories of this research, lay a theoretical basis for the later research. And then through the description of the general situation of major grain producing areas and the practice on pricing and compensation of land development rights in different areas, and analysis the interests of the existing compensation policy and existing problems in major grain producing areas. From the perspective of land development rights to explain the necessity and practical significance to develop compensation standards for major grain producing areas. Then taking Hebei province as the study area, through the construction of the land development rights price model, calculating the price of land development rights. And accordingly this developed a standard benefit compensation for major grain producing areas.This paper draws the following conclusions.a.Under the main function zoning of our country, due to the strict use control, the land of major grain producing areas of land assumed more responsibility of cultivated land protection and food security. The land development rights achieve a substantial shift from major grain producing areas to the government and the areas outside the major grain producing areas, it is a logical result to obtain a certain economic compensation.b. The budget of cultivated land area is the key factor to determine the budget of an area of land development rights and the need to pay the total price or the amount of compensation. It is necessary to build a compensation mechanism of protection for cultivated land, which is including food safety compensation. The cultivated land occupied by construction and regional different compensations.c. In the aspect of compensation, this paper take Hebei Province as the study area, calculated the total price of the land development rights of Hebei province is 1.7344 trillion yuan, and then calculated the amount of compensation reach to 0.846364 trillion yuan.d. In the distribution of the compensation, according to the proportion of eight to two, give the allocation of compensation to farmers and rural collective. Group of villagers on behalf of the exercise of the rights to management the compensation.According to the conclusion, this article from five aspects giving some policy suggestions. Including the creation of the system of land development rights and the improvement of land property right system, the scientific definition of the subject and object of interest compensation, regulate the land development right pricing in order to ensure the feasibility and fairness making compensation standard, establish the long-term protection mechanism of the protection of cultivated land compensation based on pricing of land development rights, clear the operation way of compensation funds.Finally, putting forward the possible future research directions about this study according to the deficiency of this article.
