Food security is a top priority for a country's social stability and economic development.The cultivated land resources as the most important part of land resources,agricultural production is dependent on the carrier,the number and quality of arable land is the most basic guarantee for food production.The spatial and temporal changes of cultivated land profoundly affect the safety of food and social stability.The relevant statistics show that Jiangxi Province as a traditional agricultural province,China's grain production and food security is of great significance.Jiangxi Province,as one of the thirteen major grain producing areas in China,accounts for about 3.5% of the country's grain and 9.8% of the rice,about 2.3% of the country's cultivated land.But in fact,limited farmland not only to protect the economic development of the rigid demand for arable land,but also to coordinate the limited cultivated land to meet the province's food needs and grain transfer tasks contradiction,Jiangxi Province,food production is also facing many challenges.In Jiangxi Province,the implementation of arable land balance policy,the emergence of arable land reserve resources,the construction of occupation of arable land and supplementary land is becoming increasingly prominent,the local implementation of supplementary farmland project enthusiasm and other issues.Therefore,it is very important to analyze and study the correlation between cultivated land balance and grain production in Jiangxi Province,and to protect the cultivated land resources and improve the comprehensive production capacity of grain in Jiangxi province.This paper takes Jiangxi Province as the research area,analyzes the temporal and spatial changes of cultivated land and grain production in Jiangxi Province in the past ten years,and evaluates the general situation of cultivated land balance policy in Jiangxi Province from 2008 to 2013.The typical cultivated land The paper analyzes the effect of the balance of cultivated land in Jiangxi Province on the grain production situation,summarizes the existing problems of the implementation of the policy of cultivating the cultivated land in Jiangxi Province,and puts forward the suggestions and countermeasures to perfect the balance of cultivated land.The main conclusions are as follows:(1)Although the balance of cultivated land is balanced,the spatial difference is obvious,Especially in Nanchang City,in the Poyang Lake Plain area,the relative conditions of farming have been in the construction of the occupied state.(2)Cultivated land to take up the balance of the implementation of more difficult,the enthusiasm of farmers to cultivate land is reduced,in the long run,this will be detrimental to arable land protection and food security,to be alert to non-grain;(3)Large-scale projects are the key and difficult to achieve the balance of cultivated land,many separate sites such as cross-regional cities and even inter-provincial highway and soon a wide range of stakeholders involved in more,but also the lack of scientific guidance and norms,which undoubtedly weakened the local land development and consolidation of the initiative;(4)The quality of new cultivated land is poor,and the cropping ratio of grain crops is lower,however,the analysis of the factors affecting the grain production found that although the grain yield has been in the state of growth and the fastest growth rate of the largest increase,but the total grain output in the grain sowing and multiple cropping index of the combined role of the slow pace of fluctuation,,Grain bread face the largest impact on grain production,the ratio of the two changes almost fixed.This indicates that the new cultivated land is poor in the process of cultivating arable land and the cropping ratio of grain crops is lower.In the long run,this will be detrimental to China's arable land protection and food security;(5)The spatial difference between cultivated land and supplementary arable land has led to a decline in grain production capacity.The results of the analysis of grain and crop crossings show that food production is responsive to the area of cultivated land and is closely related.Combined with the spatial analysis of cultivated land occupation,the sensitivity analysis model can also be seen,the cultivated land balance area with high grain sensitivity,especially the supplementary arable land is much larger than the construction occupied area.On the contrary,such as Nanchang and other cultivated land accounted for unbalanced areas,grain-bearing sensitivity coefficient negative,that is,grain production on the cultivated area changes were negative.Jiangxi Province in the past decade food production is on the rise in the trend,the early rise faster,the late rise in the slow or even individual years fell,and the level of social development technology is not proportional to the reasons for non-cultivated land potential is being excavated reserve resource potential depletion.At the end of the study,the countermeasures and suggestions are put forward:(1)"Arable land balance" should pay attention to space mismatch and other issues,adhere to the overall coordination and differential management of unity,we should focus on capacity balance;(2)the unity of power and responsibility,improve the interest adjustment mechanism,the introduction of the corresponding incentive mechanism to encourage farmers to cultivate the enthusiasm;(3)Pay attention to the balance of economic,social and ecological benefits of cultivated land,and try to set up a balanced and balanced policy target system for cultivated land to fill the balance of "quantity-quality-ecology",and to make the balance of cultivated land With the progress of economic and social adaptation;(4)Arable land balance policy should also be on the supply side of the reform,that is,the construction of cultivated land occupied to control: on the one hand insist on strict control,strict control of incremental,revitalize the stock,on the other hand to broaden the channels for the improvement Land
