| On the issue of agricultural development in the period of "the twelfth five-year-plan outline",the central government again puts forward to ensure food effective supply,to ensure the national food security goals, explicitly points out that we should continue to support the development of major grain-producing areas, to increase the investment on it, and to ensure the financial expenditure and infrastructure investment policy incline to these places, then to consolidate the grain output capability, and thus achieve rapid economic growth and social harmony and stability.This paper mainly solves four basic problems, which adopts empirical analysis and theoretical analysis, the typical survey combined with the macro-analysis, quantitative analysis and qualitative analysis, and the method of combining the literature method with visiting investigation, the first problem is to clear the benefits compensation theoretical foundation to major grain producing areas:through point of view of the back-feeding theory from industry to agriculture, externality theory, public products theory, game theory and the theory of sustainable development.The second basic problem is to analyze the pattern of each interests subject. what analyze the behavior of the interests subject and to establish the relatively fair interest mechanism to various interest counterpart based on the economic assumption, such as the economic-man supposition and rational-man hypothesis. etc., is the premise and foundation of the whole compensation mechanism. The third question is to construct a set of scientific, reasonable and feasible benefit compensation mechanism for rmajor grain-producing areas, which is the "core" problem in this paper. To improve and perfect the existing mechanism, really solve the existing problems and find the correct way for the major grain-producing areas. The fourth question based on afore-mentioned research presents implement way of benefits compensation system. |
