Research On The Management Of Basic Endowment Insurance In High-tech Zone Of J City

The year 2022 is an important year for China to fully build a modern socialist country and march toward the second centenary Goal.General Secretary Xi Jinping has pointed out that strengthening the social security system is our main task in ensuring and improving people’s livelihood.The requirements of "following the line of subsistence support,weaving a tight network and building mechanisms" are as follows.The main goal of China’s social security work is to build a multi-tiered social security system that covers the whole people in an all-round way,coordinates urban and rural development,has clear rights and responsibilities,and provides appropriate and sustainable social security.It concerns the vital rights and interests of every citizen and serves as a national stability instrument and a safety valve for society.Among them,the management of basic endowment insurance is an important part of the whole social security work,which plays a decisive role in the smooth development and operation of the whole social security work.How to improve the management of endowment insurance has become an important problem that needs to be solved at present,which is also the focus of this paper.The study of basic endowment insurance management problems and improvement measures in the High-tech Zone of J City is conducive to maintaining the vital interests of the insured people in the whole area and maintaining the social development and stability of the high-tech zone.This paper on the basic endowment insurance management problems at home and abroad research status of carding and evaluation,defines the orgnaization of agency of endowment insurance,pension insurance and basic endowment insurance management related connotation,on the basis of the new public service theory,the effective government theory,synergy governance theory as the basis of J city high-tech zone management present situation of primary endowment insurance,In particular,relevant policies,handling mechanism,supervision system and fund balance are analyzed.And through the questionnaire survey method and interview method to dig deeper into the problems existing in the management of the status quo,analysis of the current high-tech zone existing in the management of primary endowment insurance law construction is relatively lag correlation management system to standardize and orgnaization of executive function,weak fund regulation,fund balance contradictions influencing financial sustainability issues,It has laid the foundation for the countermeasure research in the following paper.Then the deep reasons for the problems are analyzed,and the main reasons are that the supporting management system is not perfect,the management environment is not good,the fund supervision system is not perfect,the fund income and expenditure structure is not balanced.Finally based on analyzing the problems existing in the management of primary endowment insurance in the zone and the reasons,adjust measures to local conditions,put forward to speed up the construction and reform the management system of the endowment insurance,endowment insurance agency management environment,vigorously promote endowment insurance regulatory system perfect and improve the fund financial sustainable mass effect,etc.The corresponding measures to solve problem,It points out the direction for improving the management of basic endowment insurance in high-tech zone.
