As the China’s primary energy, coal lays a solid foundation for country’s and human survival development. However, a large number of coal consumption has brought some environmental problems, which gradually becomes the development challenges facing our country. Currently the regional decomposition of China’s total coal consumption control is in the discussion; therefore, to explore the mutual restraint relationship between air pollution and coal consumption, to realize the optimization of coal consumption layout under the premise of improving environment, is significant for coordinate development of energy, environment and economy.Based on the relative environmental resource economics theories, the paper conducts research on coal consumption layout optimization, and firstly proposes the allocation plan of national total coal consumption, the contents, methods and conclusions are as followings:(1) With using literature analysis, to research the status and policies of China’s air pollutants emissions and coal production and consumptions. The study found that the overall situation of China’s air pollution has improved, Regional joint prevention and control as well as the policies of non-electricity industry pollution control need to be strengthened; The distribution of China’s coal occurrence and consumption exist regional dislocation, coal production and consumption are imbalanced, non-electricity coal consumption accounts for a larger proportion, the coal has a low clean utilization, so the policies ought to pay attention to the regional coal consumption control, coal consumption structure adjustment and other aspects.(2) Using Excel, Mat-lab to fit related arrays, then to obtain the relationship between national or provincial air pollutants and coal consumption. The results show that, from the national perspective, there is a quadratic function and exponential relationship between air pollutants emissions and coal consumption, from provincial perspective, there is a quadratic function relationship between air pollutant emission intensity and coal consumption intensity, and the relationship of most provinces show an inverted U curve. National and provincial non-electricity industry emission intensity showed greater than the electricity industry emission intensity.(3) With methods of scenario analysis, hybrid weighting, and differentiated emission reduction, to set the air pollutants control targets of 2020,2030, combined with the real GDP prediction and the elected air pollutants target, to gain results as follows:based on the national coal statistics, the total coal consumption are respectively 3.7 to 4.0 billion tons, and 4.1 to 4.5 billion tons in 2020 and 2030, take 4.0 billion and 4.5 billion as the final contro target; while without considering the repetitive fators among coal consumtion of various districts, for accumulation of provincial nominal coal consumption, the values can be up to 5.8 billion tons, and 7.5 billion tons. The proportion of eastern, central and western parts were 40%,29%,31% and 39%,30%,31%. Assuming the state would adopt relevant mandatory policies; these values may be separately adjusted down to 4.4 billion tons and 5.0 billion tons. The proportion of eastern, central and western parts will be about32%,29%,39% and 28%,30%,42%, thus the proportion of the eastern part has declined over the past, while the western proportion will have a significant increase.(4) The countermeasures for coal consumption layout optimization include:First, to make further analysis of constraints of air environment, mainly from two aspects including air pollution control and carbon emissions restraints; Second, to improve the control policies of total coal consumption, strengthen regional cooperative control of coal, promote the coal consumption layout towards the western region; Third, promote the adjustment of coal consumption structure, promote the transfer of the coal consumption to electricity sectors, and improve the efficient and clean use of non-electricity sectors coal consumption; Fourth, to play the role of market regulation on coal consumption, from improving taxation system and financial policies and market-oriented energy-saving electricity generation dispatching, to promote the development of coal saving and alternative energy, and achieve the optimal allocation of coal resources.
