Study On Regional Differences And Influencing Factors Of Coal Consumption In China

As China’s basic energy, coal plays an important role in promoting national economic development and social progress.However, with the rapid development of industrialization, the increasing demand of coal, environmental problems have become increasingly serious, which has become an important factor restricting the sustainable development of China’s society.The evaluation and analysis of the consumption of coal resources in China is conducive to understanding and enhancing the level of coal consumption in China, but also conducive to the adjustment of China’s energy consumption structure and the realization of energy saving and emission reduction targets.Based on the present situation of the consumption of coal resources in China, this paper studies the regional differences in the coal consumption and consumption efficiency respectively. And the influencing factors are analyzed. When analyzing the regional differences in the coal consumption, use Theil index to measure China’s coastal, central, Western and northeast of the four regional coal consumption difference and contribution rate. When analyzing the regional differences in the efficiency of coal consumption, firstly using DEA method from the two aspects of static state and dynamic state to estimate China’s 30 provinces and four regional coal consumption efficiency, then by measuring the efficiency of coal consumption in China, the 30 provinces of China are divided into four types of patterns, excluding environmental factors and then including environmental factors. Finally, based on the measured efficiency values, this paper analyzes the factors that affect the efficiency of coal consumption in four regions by using Tobit model.The main conclusions of this paper are as follows:(1) With the population and economic growth as the weight, China’s coal consumption Theil index between 1998-2010 presents small amplitude fluctuations in the trend, in 2010 after began to gradually rise. From the regional and inter regional perspective, regional differences are the main reasons for the regional differences in coal consumption in China. When the population is the weight, the regional difference is mainly due to the central and western regions. While the economic growth as the weight, the regional difference mainly from the central and eastern coastal egions. In the case of two kinds of weights, the central region is the main cause of regional differences.(2) Static analysis results of coal consumption efficiency: Pure technical efficiency(PTE) is the main reason that hinders the further improvement of the comprehensive technical efficiency(TE). The main factors that affect the efficiency of coal consumption in coastal regions are scale factors. The main factors that affect the efficiency of coal consumption in the central and western regions are the technical factors. The main factors that affect the efficiency of coal consumption in northeast regions are the combined effects of scale and technical factors. Dynamic analysis results of coal consumption efficiency: the coal consumption efficiency of all provinces in our country is in a downward trend in general. The joint effect of technical efficiency and technical progress makes the coal consumption efficiency show negative growth.(3) Can be found from the classification of the coal consumption efficiency model:Among the 30 provinces there are 25 lying in the high environment-high economy efficiency and low environment-low economy efficiency modes, which accounted for26.7% and 56.7%, respectively, so the polarization was obvious. Shandong,Heilongjiang and Chongqing provinces are categorized as low environment-high economy efficiency while the other two provinces, Qinghai and Inner Mongolia, are in the high environment-low economy efficiency category.(4) To analyze the influence factors of coal consumption efficiency can be found:the level of economic development, the degree of openness and technological progress are positively correlated with the coal consumption efficiency, which are conducive to improving the efficiency of coal consumption in various regions of China, While the second industry added value accounted for the proportion of GDP will have an inhibitory effect on coal consumption efficiency.
