For a long time, industrial structure way and economic growth of China energy-intensive has led to seriously environmental pollution. Economic growth model which changed with high energy and high pollution price, evolved bottleneck of restricts the Chinese economical health, the sustainable development. Shanxi is important coal industry base of our country, coal mines across the whole province, it is the mainly produced coal and transport coal province. These coal mines have brought a series of questions, such as the resources waste, the ecological damage, the environmental pollution, earth surface subsidence. These environmental issues governanc need effective echnological means, legal means, economic means and management tools, established evaluative indicator system and corresponding appraisal also is the starting point of realizing coal mine pollution, the most important task of pollution reduction work, also is the specific measures of pollution reduction in implementation the National Development and Reform Commission and the State Environmental Protection Administration"Coal industry Energy conservation To reduce Row of Work Opinion". So establish evaluation system of Shanxi coal mine pollution reduction is very importane.Though data collection, field research, expert advice, data processing and integrated analysis, from research of Shanxi coal mine pollution reduction present situation, this thesis analysed the efficiency features of coal mine pollution reduction and choosed evaluation method. According to the impact factors of Shanxi coal mine pollution reduction, indicators building principles, view of technical economic, and the basic principles of Analytic Hierarchy Process (AHP) application, it selected Shanxi coal mine pollution reduction evaluation targets. Using envelopment analysis to analyses economic evaluation target layer of coal mine pollution reduction program; using fuzzy analysis to analyses environment and social target layers of coal mine pollution reduction program. Combined with fuzzy analysis method, Delphi method and AHP, it integrated evaluation results of economic, environmental and social benefits. As using the fuzzy analysis method to determine weight factor, using simple qualitative analysis method will produce strong subjectivity phenomenon. The sis combined fuzzy analysis and Analytic Hierarchy Process, visiting many experienced experts, scoring for the importance of evaluation target using Delphi method. According to the depinite survey results, from actual situation of the project evaluation to determine the membership degree of each target, finaly determined the ultimate target evaluation system. This evaluation system was used in three coal mines, through comprehensive evaluation method obtained evaluation result which consistent with the actual results. The evaluation result showed that this evaluation target system is more scientific and rational, at the same time, it has certain innovation and application value. The innovations: Take the Shanxi coal mine as the research object, build the practical and feasible pollution reduction evaluation system as the research focus, it broke the traditional evaluation methods which purely considered the pollutant discharge total quantity. First time constructed the pollution reduction evaluation system from technical economic angle. While using many method to choosing target, calculating weight and comprehensive evaluate, and then obtained the evauation result, like this, it overcome the deviation which was brought by single evaluation method.Application value: it is usefull for Shanxi coal mine industry development way to change into a new model of economic development, from high investment, high consumption, high pollution and low benefit transform into high technological content, good economic returns, low resources consumption and little environmental pollution, it also provided some research and reference for national coal management section and the environmental protection department establishing the coal industry pollution reduction targets, monitoring and evaluation "three systems".
