Research On Solutions To Land Regulation

China is a populous country, hence it is significant to ensure food security,which is on the basis of protecting farmland. However, with the development of the economy and the progress of society, more and more farmland has been occupied, which result in the intense conflict between people and land. As the most effective solution to reasonable land allocation and to the improvement of land utilization, land regulation is the inevitable choice for solving the above conflict. Conducting the land regulation is significant in many perspectives such as optimizing the layout of urban and rural construction land, increasing the area of effective farmland, improving the farmland productivity, promoting farmland scale management, accelerating the process of agricultural modernization and improving the production and living conditions in rural areas.Since our land regulation work, how regulations has been executed, what problems has been existed in the project implementation and how to solve these problems. Hence, studying the present problems in the land regulation, analyzing reasons and putting forward solutions are instrumental to regulate and guide our land regulation activities and improve work efficiency.Grounded on the research of related theories of land regulation, this thesis elaborates the establishment and development process of land regulation institution in our country, classifies and summarizes typical patterns of land regulation and forecasts the development direction of land regulation and organizes the latest land regulation policies of our country and local governments in particular. This thesis takes the land comprehensive regulation project of Xiaozhi town, Pingyin county, Jinan city for instance and introduces the specific implementation processes in the collection of basic resources, planning and design,organization and construction and fund raising. This thesis employs the quantitative and qualitative methods to analyze the social benefits, economic benefits and ecological benefits of land regulation projects and through the evaluation of land regulation performance, it summarizes the existing problems in the land regulation process and proposes suggestions and solutions toward it. With analyzing specific problems, this thesis reaches the following conclusions:(1) Land regulation plays a basic role in the rural resources’ integration. Through the analysis of the post-agriculture production condition, agriculture output and villagers’ living condition, this thesis points out that land regulation integrates and improves rural land resources effectively and benefits the rural labor transfer and the development of the agricultural production as well.(2) land regulation changed rural production way and its industrial structure. Land regulation will play a significant role in rural organizing structure, staff composition and social relations. Land regulation cannot just be defined as the business of Land and Resources authorities, on the contrary, it should be put into the government’s general management. All departments should participate in land regulation and utilize it reasonably to help rural social systems realize its change.(3) Land regulation is new and we should be positive about its development advantages and meanwhile we cannot deny the existing problems and deficiencies in the enforcement process of land regulation. The next development direction of land regulation is accelerating the legislation, perfecting the institution and building a scientific and reasonable operation system according to local conditions.
