| Urbanization is an important driving force to promote economic growth. For a long time, under the drive of economic growth, governments all over our country have been pursuing the promotion of quantity excessively and carrying on the construction of urbanization only with the expansion of geographical area, and have no scientific and clear cognition about the implementation of urbanization and the choice of the development road of urbanization. Based on the present situation of the urbanization construction in some areas of China, and focused on the problems, such as aggravation of the urban-rural dual structure, ecological deterioration, excessive consumption of resources, colossal infrastructure waste, etc, raised by the development model which only concentrates on the speed of development, some scholars proposed a development model which puts a premium on quality, built a series of evaluation index system of the quality of urbanization, and enriched and improved them in practice constantly. With the confirmation of new urbanization road and the urbanization construction requirement of "promote economic, political, cultural, social, and ecological progress", "promote harmonized development of industrialization, IT application, urbanization and agricultural modernization" and so on, the index and direction to measure the quality of urbanization is changing too. In addition, the foothold of urbanization construction lays on the bottom level, as the concrete practitioners of urbanization policies, counties are faced with many problems and contradictions meanwhile. Therefore, the new evaluation index system of the quality of urbanization, which combined with counties’ own characteristics and current development situation, not only provides an effective evaluation tool for the scientific development of county urbanization, but also enhances the stability and prospective of county urbanization. It can ensure and enhance the standards and quality of county urbanization in the operational level.But because of the complexity of county urbanization development and the incompleteness of statistical system, study on the quality of county urbanization lags behind. Therefore, based on the current situation of county development and related studies on evaluation of quality of urbanization, combined with the new connotation of urbanization and the development requirements of "promote economic, political, cultural, social, and ecological progress", "promote harmonized development of industrialization, IT application, urbanization and agricultural modernization", this thesis took Pingyin County of Ji’nan City as the research object. Through classifying and combining related indicators which can reflect the quality of urbanization, this thesis built a new evaluation index system of the quality of urbanization of Pingyin County. And then through collecting and collating of the relevant data of Pingyin County from 2002 to 2011, and operating these data with the method of Principal Component Analysis, it came out with the results of the comprehensive quality index and the indexes of each level (including level one index and level two index) of Pingyin County. According to the results, through the longitudinal comparison of the ten years’ quality of urbanization construction of Pingyin County from three levels of past, present and future, reviewed, this thesis evaluated and forecast the urbanization development of Pingyin County, and at last found out its advantages and shortcomings, in order to help Pingyin County to pinpoint the direction and key points of further enhancement of the quality of urbanization. |
