Research On Innovation Of Hubei’s A County Rural Land Circulation Institution

Our country is an agricultural country, in the "new normal" period of economic development, in order to promote agricultural development, government carries out a series of agricultural policies such as new rural construction and agricultural modernization etc. The new period, also puts forward the new requirements of the existing rural land institution of China. Because of objective reality needs of rural land circulation, we need to improve and perfect the institution of rural land circulation. Based on this, this paper selects A county of agricultural province Hubei in central China as the research object. This article combines Marx farmland custom, the land property rights theory with the western new institutional economics theory as the theoretical guidance. The city statistical yearbook of A county as the main source of reference data, to deeply analyzes the status quo of Hubei province. A county rural land circulation, its existing problems and caused reasons are analyzed and summarized in this paper. This paper emphatically analyzes the impacts of A county’s cultural customs on the land circulation. Redesigning the rural land circulation institution of A county and proposing the implementation way of institution innovation, in order to provide some useful thoughts and suggestions to the development of Hubei province’s rural land circulation, regulate and perfect the institution of rural land circulation.Totally, there are seven chapters in this paper:The first chapter mainly introduces the research background, significance, and reviews foreign and domestic studies,then it briefly introduces the research content and framework of this article, lastly it introduces a few innovations and deficiencies of this paper.The second chapter defines the concepts such as rural land, rural land circulation and institution innovation etc. Furthermore, it introduces the characteristics of China’s rural land circulation institution. Then it summarizes farmland custom of Marxism theory, the land property rights theory and western new institutional economic theory. In addition, this paper briefly analyzes three relationships:relationship between the farmland custom and land circulation; relationship between the land property rights and the land circulation; relationship between the land circulation institution and agricultural development. Based on these relationship analysis to reveal that the farmland custom, land property rights make a great difference on the land circulation; and emphasis the importance of rural land circulation to agricultural development.In chapter three, considers A county’s rural land circulation in Hubei province as empirical analysis. This chapter introduces the basic situation of A county and the present situation, problems of A county. It emphatically analyzes the impacts of local customs of A county on the rural land circulation.In chapter four, the cause of the rural land circulation problems in A county are deeply analyzed. And this chapter adopts one to one correspondence analysis to analyze the deep reasons of A county rural land circulation problems.In the fifth chapter, discusses when we design the rural land circulation institution of A county:which factors should be considered;what is the goal of institution design and what principles should be followed.Chapter six discusses realization of rural land circulation institution innovation path of A county, Hubei province.The seventh chapter is the conclusion of the following content and the deficiencies of this paper work.
