Research On Property-right Institution Reform Of Rural Land In Guanyun County

Property-right institution of rural collectively-owned land significantly impacts "3farming" problem--rural lives, agriculture engineers and farmers, which is an importantproject over the construction of the new socialist countryside and the harmonioussociety. At present, there are some defects in property-right institution of ruralcollectively-owned land and they has being hindered improvement of rural productivity.To ensure the rural social harmony and stability, comprehensive reform of them becomesa compulsory task for the rapid promotion of rural productivity.Based on the Marx property right theory and other relative theories of propertyrights, this paper studies on the constructive reform of Guanyun County rural landproperty rights system, aiming at building up a new harmonious system of rural landproperty-right. This paper focuses on the active promotion of "householdcontract" and actively encourage the establishment of agricultural cooperatives andagricultural enterprises to carry out large-scale land planting, increase therural land circulation, promote agricultural modernization and mechanization; It issuggested that reform and plans are carried out through completing the land propertyrights main body status, increasing innovation, land transfer mode of the establishment ofa land transaction market, implementation of the reform program to fullyprotect and develop a security of landless peasants and promote the reform of landexpropriation compensation mode etc..
