As the economic and social into a period of rapid development in hunan province, construction land demand continues to grow, the overall quality of land resources showed a trend of significantly lower, maintain ing and improving the overall production capacity of cultivated land is very difficult, it’s not only related to the province’s food security, but also the province’s economic and social sustainable development, social stability and the ecological environment protection. The production capacity convert coefficient of cultivated land requisition and compensation in Hunan Province, according to the principle of comprehensive agricultural production capacity’s no reduction of output, using the achievements and the methods of farmland classification, connecting and converting the supplement cultivated land’s number and quality with the level of cultivated land occupation, ensuring the supplement arable land at the same time,is aimed at improving the quality of farmland, achieving the double balance of both the quantity and quality of the cultivated land’s implementation.The conclusions are as follows:(1) The extraction of land use of hunan province such as basic index and the standard grain output data conforms to normal distribution, through the regression analysis, the index and the standard grain such as paddy field use is obtained between the correlation coefficient R = 0.8946, the dry land use between the index and standard food such as correlation coefficient R = 0.8988, both reached significant level.(2) Paddy field in hunan province was established using regression model for the index and the standard grain output: Y = 0.5619 + 369.19 x, dry land utilization of index and the standard grain output of the regression model is: Y = 0.4604 + 356.04 x.(3) Based on the proposed sample replenishment land level of cultivated land quality pre-assessment, have predicted the future of hunan province plans to supplement the use of paddy field range of 8 to 13, comprehensive utilization of 11.35, etc.; Future plans to supplement and interval of 7-13, such as dry land use, comprehensive utilization, such as 9.87, etc.(4) By establishing a standard grain yield and the utilization of index of monadic linear regression model, calculated the land use index and the standard grain output corresponding relation, such as conversion coefficients according to the production capacity calculation method, points to the kind of measure of hunan province, to take up with the added cultivated land reduction factor of production capacity, and prepare a list of the reduction factor of the production capacity. Measurement results show that hunan province occupy and complement the reduction factor of production capacity of paddy field range of 1.08-4.70, take up and supplement the dry land reduction factor of production capacity range is 1.09-4.21.
