Over the years, accompanied by rapid economic growth, China's social development needs of arable land have been in conflict with the corresponding arable land needs of food security. To alleviate this contradiction, our country put forward the strategic objective of "dynamic balance of the total amount of cultivated land" back in 1996. But local governments simply led to the pure pursuit of a balanced quantity because of the one-sided understanding of the policy content, and resulted in a series of problems such as over-reclamation and compensation of inferior land.In this paper, considering the operational situation of the dynamic balance of the total amount of cultivated land policy, we determined to choose Shanxi Province as the main research object and do a detailed analysis on Licheng county. We mainly analyzed the change of arable land's amount, and the difference in grain productivity between the occupied and compensated land, especially the land occupied for construction.In the study, we used many statistic methods such as average analysis, dynamic analysis, comparative analysis, balanced analysis and so on. We combined normative analysis and case analysis. The conclusions reached can pave ways for the protection and utilization of cultivated land resources in Shanxi Province, and provide support for the research of nationwide balance of the occupation and compensation of arable land.The contents of this study are as follows:First of all, we defined the basic concepts and theories. We differentiated the narrow, broad and general concept of arable land,as well as the relationship of the arable land productivity and grain productivity. We expounded the basic economic theories including land scarcity, Marxist population economic theory, the principle of the dynamic balance of productivity, the highest reward principles in constraints and sustainable development theory.Secondly, we dug the deep meaning of the dynamic balance of the total arable land policy. The policy is defined in three dimensions: the first is the balance of the amount of arable land; the second is the balance of the quality of arable land; the third is the balance of production capacity of arable land. Three levels of quality of arable land increased level.Thirdly, we did research on the change of arable land's amount during occupation and compensation and its effect on food productivity in Shanxi province and Licheng county. We analyzed the change of arable land's amount during the occupation and the compensation of the land from area, type, source and orientation; the change of productivity during the occupation and the compensation of the land from the unit productivity of arable land; the difference between the occupied for construction and compensated land from the balance of occupation and compensation. In the end of this paper, we reached the conclusion including: the sharp decrease of arable land's amount leads to much loss in arable land production; the balance of the occupation and compensation of arable land in both amount and productivity isn't achieved in Shanxi province; Licheng county has an extra amount in the number balance of occupation and compensation, however, it failed in the productivity. We analyzed the problems and proposed suggestions in Licheng county.
