Electric power industry is an important support industry of the national economy, but also the basic guarantee of social development. The sustainable development and stable operation of power industry, is not only the requirement of economic development, but also is one of the necessary requirement of social stability.As the industry which owns the characteristics of natural monopoly, since the founding of new China, the power industry’s development has been dominated by the government. Not only what to do, but how to do was based on government’s final decision, coupled with the long-term power shortage, resulting in the power industry the lack of market awareness, lack of innovation and initiative. Although after several times of the electric power system reform, the single electricity market is still not improved.Gansu electric power company as a wholly owned subsidiary of China State Grid Corp, is responsible for the construction operation and maintenance work of Gansu power grid. The scenery of Gansu is rich in wind and solar power resources. In recent years the installed increased rapidly, but the economic development of Gansu province lags behind, the load base is small, not on the new energy consumptive, hindered the healthy development of new energy industry.In 2015 a new round of electricity reform is about to start, the new inter provincial energy consumption has also been put on the agenda.
