Research On The Fairness Of Shanghai City Housing Provident Fund System

Housing provident fund system rising in the early90’s in Shanghai,play a great role in the national housing systemreform,. But with thecontinuous operation of the housing provident fund system, the disadvantageof the system is also increasingly obvious, especially aboutthe unfair problems in operation of the system, has been widely criticized.Although the beginning of2010, the State Council promulgated polices tolimit house purchasing, greatly alleviate the unfair phenomena in theextraction of housing provident fund. However, the unfair phenomenon ofthe other aspects in housing provident fund still exist.In this paper, on the basis of mutual aid theory, expounds the theorybasis ofoperation of the housing provident fund system; according toequity theory expounds the meaning and theoretical foundationof fair housing accumulation fund system, two from the point of view ofsystem design and operation results, the housing accumulation fundsystemaccess links, paid links and benefit from the logical frameworkanalysis unfairness are established on the basis of; principal agenttheory clarifies the factors affecting the fairness of housing provident fundsystem, the decision efficiency, transparency and fairness ofthe system of thesymbiotic relationship.The analysis framework based on fairness, empirical analysis of Shanghai city housing provident fund system, points out that Shanghaicityhousing provident fund system has the barriers to entry in the access link; inthe link complement provident fund deposit, amplifying the unfair degreeof policy; in the benefit link, part of the value-added incomebeneficiaries are non deposit, the amount and the ratio of extraction riskreserve is reasonable, and the ownership is not clear. At the same time, thispaper points out that the housing accumulation fund related information inthe access and benefit, paid links are not completely open andtransparent, which is the origin of the fairness of the system ofhousing provident fund system.Finally, this article from the practical point of view, put forwardthe ideas and suggestions for improving the system.
