Research On The Fairness Of Chongqing Housing Provident Fund System

Since its pilot implementation in Shanghai in 1991,the housing provident fund system has spent 31 years of growth and made important contributions to the development of China’s housing reform and the establishment of the housing financial system.As the socialist cause with Chinese characteristics enters a new era,China’s economy has changed from high speed development to high quality development,and the people’s demand for a secure and happy home is growing,the right to housing,as a basic right of the people,is not fully guaranteed in the current society.The housing provident fund system is a housing security system,and its primary goal is to effectively protect and alleviate the housing difficulties of low-and middle-income groups,and to achieve the optimization of resource allocation and social equity through mutual social financing.However,during its implementation,it has not reached its goal,but has instead increased social conflicts to a certain extent.The fairness of the provident fund has become the focus of more and more people’s attention,and the state has proposed,at several important meetings,to reform the housing provident fund system.Chongqing,as a municipality directly under the central government,has a better controlled real estate market and a more comprehensive housing finance system.Its provident fund system was established in 1995,and after years of development,the system has been gradually improved and sound,but there is still a lack of fairness in the provident fund,which has caused certain obstacles to the citizens of Chongqing in realizing basic housing security.Based on mutual aid theory,equity theory,and principal-agent theory,this paper uses statistical analysis,causal analysis and comparative research to first explore the manifestations of inequity in the design and operation of the CPF system in Chongqing Municipality in terms of access,process,and outcome of the CPF.Then it points out the reasons for such performance and draws on the experience of advanced foreign policy housing finance systems,and finally puts forward targeted suggestions for system optimization,such as clarifying the positioning of provident funds for housing security,establishing a legislative system for provident funds,improving the policies on deposit,withdrawal and loans,rationalizing the distribution of proceeds,and optimizing the entrusted-agent relationship.It is hoped that in the new situation,by improving the fairness of the provident fund system,it can play the greatest role in housing security and truly provide strong support for housing security and improving housing conditions for the middle and low income groups.
