Research On The Housing Provident Fund System In Chengdu

Housing provident fund system is an important part in Chinese housing security system.After more than 20 years of rapid development,it achieved to reform and transit the old housing system successfully.Many terrible problems come to light as the development process of the marketization、social-economic、structure of employment and the demand of employees.From the reform of housing provident fund system in Chengdu and the personal needs of employees’ point of view,it is urgent to carry out research on the innovation of housing provident fund system according to Chinese current national conditions,no matter considering about the perspective of market economy and social and economic development.This paper investigates and studies the current situation and problems of the housing provident fund system in Chengdu from the institutional defect,the principle of returns distribution,and the inclusive system.On the basis of literature research,this paper mainly adopts the methods of questionnaire research,interview research,literature review and other research methods to analyze the situation and the problems existing in housing provident fund system of Chengdu,and finds that housing provident fund system of Chengdu goes well on the whole,but the imperfect system,the principle of returns distribution,and the inclusive system are not fit for the growth of residents’ demand for housing.By comparing some representative housing systems in foreign countries with the housing provident fund system in Chengdu,this paper explores the similarities and differences in meeting residents’ housing needs under different historical conditions,and studies the reform and promotional direction of housing provident system in economic development.This paper analyzes that the housing provident fund system problems such as unbalanced payment,insufficient benefit and obvious welfare difference exist obviously in Chengdu.And the way to solve the problems should be improving the system fundamentally,redefining the system’s positioning,loan facility and developing the management of Chengdu housing provident fund management center,etc.By solving the difficulties of non-stated owned enterprises employees to participate in deposit and loan,combining with "low interest rates for loan and borrow" model transformation,making full use of the value-added distribution of scientific benefit,strengthening the support of the target population,Chengdu housing provident fund management center is order to solve the existing problems.As an important part of the guarantee system to solve the problems existing in residents’ housing,the housing provident fund system should keep developing with The Times,residents changing housing demands in different economic environment,give full play to its financial attribute and policy advantage,arrange capital resources fairly and establish a perfect and efficient housing finance system as soon as possible.
