Research On The Fairness Of China’s Housing Provident Fund System

In the early 1990 s,China established a housing provident fund system with Chinese characteristics based on the successful of Singapore’s central provident fund system.In 1999,China officially implemented the housing provident fund in line with China’s national conditions.In the more than 20 years of operation the system,the provident fund system played a positive role in the housing problems of urban residents.However,with the great development of the national economy and the deepening reform of the social system,we have also entered a new era of well-off society in an all-round way.Urban residents have a strong demand for housing upgrading,and fundamental changes have taken place in people’s employment structure and income structure.The fairness of the housing provident fund system has been gradually exposed in the operation process.Even in recent years,it has led to the dispute over the "preservation or abolition" of the system.Fairness runs through the whole social development and is the focus of everyone’s concern.China’s housing provident fund system is an important part of housing security.Fairness is an important core value that the housing provident fund system has always advocated and adhered to.Institutional fairness is the foundation.Only institutional fairness can the system develop continuously and healthily.Based on this,this paper makes an in-depth analysis on the fairness of China’s housing provident fund system,and puts forward corresponding improvement measures,in order to ensure that the system continues to give full play to its function and role of housing security in the new era.Firstly,the paper makes a detailed on China’s housing provident fund system and the fairness of housing provident fund system,and defines the specific meaning of China’s housing provident fund system and the fairness of housing provident fund system.Then,through the investigation of the establishment,operation and development status of China’s housing provident fund system,it is found that the system does have unfair problems such as reverse security.The main reasons are that the unclear system positioning leads to insufficient housing security,the low policy coverage leads to insufficient inclusiveness,the non-standard deposit and loan is not conducive to low wage workers,the lagging management mode leads to the lack of fairness supervision The system lacks fairness and procedural relief.Finally,by learning from the advanced of Singapore’s central fund system and Germany’s housing savings system in ensuring fairness,and combined with the actual situation of our country,this paper puts forward specific improvement paths,mainly including clarifying the positioning of the provident fund system,broadening the coverage,improving the deposit and loan mechanism,perfecting the supervision and management system and perfecting the legal system,so as to ensure the more fair,healthy and sustainable development of the system.
