Research On The Reform Of Management System Of CN Electric Power Company

Along with the rapid development of society and economic as well as theincreasing dependent to the electric power energy, the request to electrical energyquality is higher and higher. Along with the stern energy situation, the request to cleanand effective electric power supply is also higher and higher. Therefore, the presentelectric power enterprise is undertaking heavy social responsibility. So we must solvethe traditional problem which state-owned enterprise always carries over. In that way,it is necessary to carry on the management system reform called Threeintensification s and five large-scale s in order to enhance the whole managementlevel of the company.Three intensification s and five large-scale s refers to a series of reform suchas changing the structure of the organization, optimizing the business process, andmaking innovation on ways of management. Practical plans include saving human,financial, and material resources，and building five systems. The leading idea isscientific development concept, following the objective law of the development ofelectric power meanwhile. The ultimate goal is building an intensive, flat,professional system to improve the management efficiency, economic efficiency andservice level of the company.This thesis take the CN electric power company control center as an example.We use Kast organizational structure change process model, by examining state,awareness, identify gaps, designing method, reforming, feeding back effects of sixsteps, to make the change of organizational structure. After a flat organizationalstructure reform, the corresponding business process has to change to adapt to theefficient organizational structure. This thesis conducts the research from six aspects,respectively, for the enterprise development strategy, core value chain, planning ofprocess system, description on current situation, flow problems, business processoptimization. At last, a new business process is established through research andpractice. In order to make the new organizational structure and business processesplay a better role, we do research on the new management mode, which greatlypromote the management level of CN electric power company control center.
